168 Rewitalizacja jako proces przywracający miasto ludziom Wzajemność przenikania się sfer: społecznej, gospodarczej i środowiskowejRozumienie pojęcia rewitalizacji wymaga interdyscyplinarnego podejścia oraz kompleksowego ujęcia różnorodnych dziedzin, które składają się na funkcjonowanie bardzo złożonego organizmu miejskiego. Pojęcie to, początkowo dotyczące ochrony i rewaloryzacji zabytków, ewoluowało do znacznie szerszego zagadnienia odnoszą-cego się do wszystkich sfer funkcjonowania miasta.Rewitalizacja zajmuje uwagę badaczy od dłuższego już czasu. W krajach Europy Zachodniej czy też USA znaleźć można bardzo obszerną literaturę na ten temat. Pokazuje ona złożoność problematyki związanej z przekształceniami współcze-snych miast oraz duże zróżnicowanie w interpretacji procesu rewitalizacji. Temat rewitalizacji bowiem poruszany jest w pracach zarówno geografów, socjologów, planistów przestrzennych, architektów czy urbanistów, jak i ekonomistów. Każda z grup specjalistów akcentuje swój charakterystyczny aspekt przekształceń jako ten najważniejszy.Zakres pojęciowy rewitalizacji nie obejmuje jedynie odnowy budynków, wypeł-niania luki remontowej czy ochrony dóbr kultury. Jest ona rozpatrywana w kontekście znacznie szerszym, gdyż obejmuje także złożone problemy ochrony środowiska, rozwoju i jest pojęciem nadrzędnym w stosunku do:► remontu -który jest przywróceniem takiego stanu budynku, jaki istniał na początku poprzedniego cyklu jego eksploatacji [Skalski, 1998, s. 135-137]; ► restrukturyzacji -która dotyczy przebudowy i przekształceń w ogólnym rozumieniu jako np. restrukturyzacja terenu, przemysłu, gospodarcza [Kaczmarek, 2001, s. 22-23]; "przekształcenia zmierzające do ponownego wykorzystania terenów poprzemysłowych w celach produkcyjnych lub nieprodukcyjnych" [Domański, 2000, s. 3]; ► restauracji -która oznacza działania zabezpieczające i renowacyjne budynku, głównie zabytkowego; ► regeneracji -która dotyczy działań związanych z nowym użytkowaniem terenów poprzemysłowych [Lenartowicz, 2008, s. 84], skoncentrowanych na przywracaniu właściwości użytkowych częściom zużytym lub uszkodzonym; ► rewaloryzacji -która jest działaniem prowadzonym na obiektach i obszarach zdegradowanych. To działanie ma na celu przywrócenie poprzednio istniejących lub dodanie nowych walorów i cech jakościowych, unowocześnienie funkcji, podniesienie jakości danego obiektu lub obszaru. Jednak należy podkreślić, że działania te nie powodują zmiany funkcji. Procesowi rewaloryzacji poddawane są dziś najczęściej obszary wykazujące wartość historyczną, zabytkową, choć nie tylko; ► renowacji -która jest procesem odnowienia, przywrócenia poprzedniej jakości. Tutaj nie ma znaczenia, czy obiekt wykazuje wartość historyczną. Jest to pojęcie techniczne; ► modernizacji -tj. "remontu uzupełnionego wprowadzaniem nowych, lepszych, sprawniejszych lub nawet dodatkowych, podnoszących komfort, elementów wyposażenia" [Skalski, 1998, s. 135-137]; ► rehabilitacji -która łączy w sobie zawartość treściową poprzednio wymienionych, a także dotyczy zmian społecznych, k...
W funkcjonowaniu i zarządzaniu miastem jednym z przejawów aktywności społecznej jego mieszkańców jest aktywne uczestnictwo (partycypacja). Partycypacja społeczna budzi obecnie w Polsce duże zainteresowanie oraz wiele emocji, które wynikają z nadziei pokładanych w realnym wpływie mieszkańców na miejską rzeczywistość, ale także z wielu obaw o powodzenie tego procesu.W tradycyjnym ujęciu partycypacja społeczna oznacza udział mieszkańców w kreowaniu i realizacji polityki, co zarezerwowane było dotąd do wyłącznej kompetencji władzy samorządowej i administracji [Podręcznik..., 2013, s. 7]. W tradycyjnym ujęciu i w tradycyjnym modelu funkcjonowania samorządu (local government) dominują formalne, zhierarchizowane procedury i instytucje, których przejawami partycypacji społecznej są takie działania, jak: lobbowanie, pisemne zgłaszanie uwag, petycje do władz, pisanie listów i stanowisk, demonstracje oraz uczestnictwo w spotkaniach z władzami i przedstawicielami administracji. Partycypacja dotyczy udziału mieszkańców, którzy próbują oddziaływać na decyzje i działania samorządu lokalnego. Jednak decyzje te ostatecznie podejmowane są przez osoby mające demokratyczną legitymizację (np. prezydenta, wójta, radnych) [Swaniewicz, Klimska, Mielczarek, 2004, s. 35-42; Boryczka, 2015, s. 42-43].W nowoczesnym ujęciu partycypacja społeczna w zarządzaniu jednostkami samorządu terytorialnego oznacza nie tylko udział różnych grup społeczności lokalnych w kreowaniu polityk publicznych (m.in. budowaniu strategii rozwoju), ale także, a może przede wszystkim, udział tych grup w podejmowaniu decyzji i realizacji sformułowanych wspólnie z władzą samorządową polityk publicznych. W procesie zarządzania miastem charakterystyczny staje się elastyczny model podejmowania decyzji oparty na luźnych powiązaniach między różnymi podmiotami ze sfery publicznej (jednostki sektora finansów publicznych -instytucje publiczne, rządowe, samorządowe), prywatnej (podmioty gospodarcze -przedsiębiorstwa, instytucje otoczenia biznesu) i społecznej (organizacje pozarządowe, podmioty ekonomii społecznej -stowarzyszenia, fundacje itp.) -zob. rozdział: Sektor pozarządowy i ruchy miejskie. Podstawą działania lokalnego samorządu staje się więc tworzenie dobrego klimatu do dobrowolnej współpracy różnych podmiotów i aktorów życia społeczno-gospodarczego, co służyć ma realizacji wspólnie określonych celów. Nie jest to już więc bezpośrednie podejmowanie przez władze samorządowe decyzji na podstawie uprawnień władczych i legitymizacji władzy (power over), a bardziej skoncentrowanie działań na umiejętności mobilizacji zasobów lokalnych (kapitału społecznego, ludzkiego, finansowego, instytucjonalnego itp.) w celu osiągnięcia wspólnie wyznaczonych celów (power to) [Swianiewicz, Klimska, Mielczarek, 2004, s. 25]. Partycypacja społeczna oznacza zatem udział członków społeczności lokalnej w procesach decyzyjnych, a ponadto jest formą dialogu społecznego i traktowana jest jako zinstytucjonalizowany środek rozwiązywania konfliktów społecz-nych występujących na terenie miasta [Gawroń...
