Abstract.A characteristic trend of many countries modern development is the transition to an innovative economy. At present, this is the only opportunity to secure and maintain a high standard of living for the population. Moreover, innovative development of Russian can be achieved during technological progress in its regions. In this regard, it is necessary to assess the innovative potential of the region and identify the most actual problems that impede the transition to the trajectory of innovative development. The authors outline several main indicators that help to determine the level of innovation and technological development of one of the largest industrial areas of Russia -Kemerovo region. The special economic role of Kemerovo region as a large territorial oldindustrial complex of Western Siberia requires a large-scale work to solve the most acute problems of regional development. It is necessary to find the answer for existing problems through the implementation of a system of state regulation aimed at making the innovation component a leading factor of the regional economy competitiveness.
Every year, the importance of innovation policy as a part of economy’s sustainable development is growing. The state approaches this policy thoroughly enough and carefully searches for ways of the most effective formation of the national innovation infrastructure. In this regard, the "Triple helix" model must be considered as one of the most successful models of innovation development of mining regions’ economy. The analysis of the possibilities of its implementation in the mining region (on example of Kemerovo region, Western Siberia, Russia) should be based upon the experience of another mineral resource region – Tomsk oblast. Among the problems hampering the effective functioning of the triplehelix model in the Kemerovo region, the authors describe the reduction in the staff engaged in research and development, intellectual and business migration, low financial activity, lack of support from federal and regional authorities. Only by implementing a system of measures aimed at applying the "Triple helix" model as the basis for regional innovation system, Kemerovo region can change its way for sustainable development.
The transition to sustainable development and the new industrial transformation of resource-dependent countries are closely intertwined. The cluster approach is an effective means of realizing industrial potential in the context of innovative development. Clusters’ innovation potential is influenced by the network synergies that result from active regional policies. The article considers the mechanism of supporting regional clusters by creating and maintaining the viability of regional innovative systems that enhance the effect of the creation of agglomerations, and allow industrial clusters to move to innovative clusters. The latter are the highest form of enterprise development, as the connection with territorial advantages is lost. In addition, the article raises the question of the feasibility of diversifying regional economies by creating tourist clusters and promoting their brands. This type allows economies to be more resilient to crises, to increase attention to environmental issues, and to further increase the revenue part of budgets.
The extractive regions are experiencing both the economic problems associated with the depletion of the resource base and the relative development of other industries, as well as the environmental problems caused by the depletion of the bowels and the use of backward equipment. On the path of sustainable development, it is essential to envisage areas that can improve efficiency. The authors of the article highlighted two main areas: management and innovation. The first area is implemented by two approaches: authoritarian governance and multi-stakeholders’ initiatives (MSI). MSI is more effective, but at the same time only possible if there are developed and interested initiative participants. It allows us to discuss key issues together, as well as increases the degree of cooperation of companies in the regions. Voluntary initiatives have been made possible by increased attention to environmental issues and the transition to green mining. On the part of innovation, the authors note the importance of supporting them, as new technologies not only improve efficiency, but also reduce emissions and improve safety of working conditions. Encouraging innovation is possible both on the part of the companies themselves, which should be targeted assistance from the authorities, and through the mechanism of innovative vouchers, which result in practical and economically feasible technologies.
