In most industrialized countries fixed assets dominate in the structure of national wealth. As elements of fixed assets, the authors of this article consider industrial and non-industrial buildings as part of enterprises of the agroindustrial complex. The study of the effectiveness of building restoration shows that the criteria for effective repair and reconstruction of a building are the maximum reduction in physical wear and minimum capital investments. Based on the analysis of defects in building structures found during the determination of the technical condition of buildings of enterprises of the agroindustrial sector, the article formulates the classification of the most frequent defects that reduce the performance properties of fixed assets of enterprises and sets the mathematical dependence of the physical deterioration of fixed assets from the period of their operation correlation regression equation. Based on the carried-out modelling of the intensity of wear, a system for monitoring the technical condition of buildings based on the so-called "controlled operation" of buildings is proposed in order to effectively use depreciation charges to eliminate physical deterioration of buildings. Based on the results of the study of methods for calculating depreciation and regulatory documents governing the respective service life of buildings, a method was developed to optimize the planning of capital investments to eliminate the physical deterioration of the enterprise's buildings as elements of fixed assets. The application of the developed method allows to increase the efficiency of management decision-making by the management of the enterprise, which has an impact on the effectiveness of the finished product output by enterprises of the agroindustrial complex.
Effective production activities of organizations is impossible without the concept implementation of the constant reproduction of capital assets, a significant part of which is represented by buildings and structures for various functional purposes. Increased deterioration of industrial buildings does not allow to solve such important tasks as improvement and automation of production processes in their entirety, and has a negative impact on the working conditions and safety of personnel. The analysis of scientific and normative literature is showed that the issue under consideration requires further research. Author’s approach to the reproduction of capital assets, the use of which allows to increase the management decisions efficiency on the basis of a complex of tasks for the joint estimation of damage and deterioration, planning of works under the given constraints with the use of mathematical apparatus and technological solutions for monitoring the technical condition of buildings is presented in the article.
The main contradictions in the theory and practice of housing stock objects reconstruction are revealed. The technical condition of housing stock reconstruction facilities is analysed and a study of the organization and planning of housing stock reconstruction in the North-western federal district is performed. A method of substantiating options for reconstruction of housing stock in the North-Western federal district has been developed. Its practical significance lies in its application to justify the reconstruction option for technical re-equipment and modernization of housing facilities in Federal and municipal authorities implementing state policy in the field of providing the population with comfortable living conditions, as well as in regional departments of contractors, which perform housing facilities repair work, at the stage of design estimates development for the reconstruction of facilities. Thus, the purpose of the study (to improve the efficiency of planning the housing facilities reconstruction in the North-western federal district on the basis of the developed scientific and methodological apparatus) has been achieved.
