Depuis une vingtaine d'années, les politiques en direction de la petite enfance ont connu des transformations importantes. Les mesures prises en matière de modes de garde ont suivi des logiques différentes selon l'époque. Dans les années quatre- vingt, si la priorité était de développer et de diversifier les structures d'accueil collectif afin de mieux répondre aux besoins engendrés par le mouvement de salarisation des femmes, la question de l'éveil de l'enfant et celle de la qualité du service tenaient une place centrale dans les dispositions prises. Les années quatre-vingt-dix sont marquées par la primauté de la politique de l'emploi, qui donne désormais le ton aux politiques en matière de garde. Les nombreuses mesures prises se traduisent surtout par des politiques de bas salaires et de fortes subventions aux emplois de proximité en vue d'encourager le recours aux modes de garde individuels. Les préoccupations liées à la qualité du service ou au développement de l'enfant semblent largement oubliées. Les politiques semblent également avoir renoncé à toute réduction des inégalités dans l'accès aux modes de garde qui pourrait pourtant se justifier par une volonté d'égalisation des chances et de prévention de l'exclusion.
Un peu moins de 100 000 femmes sont en congé parental en 1992. Dans quatre cas sur dix c'est pour élever un troisième enfant. Dans le secteur privé et le secteur public apparenté, c'est-à-dire hors fonction publique, ce sont surtout les employées et les ouvrières qui l'utilisent. Par contre, les cadres du privé ont des stratégies différentes : elles prennent dès le premier enfant un congé parental, ce qui leur permet de ne pas quitter complètement l'entreprise.
Les transformations des conditions de vie des ménages au cours des trente dernières années sont ici observées sur le plan de l'évolution du confort du logement et sur celui de l 'équipement en produits ménagers.
