Education and teaching are the rights of every citizen as regulated in the 1945 Constitution which is written in article 31, paragraph (1). However, the high cost of education sometimes becomes an obstacle for economically disadvantaged people, so that many secondary graduates are unable to continue their education to higher education even though they have good academic potential. The government has tried to provide a solution to this problem by organizing the Smart Indonesia Program (PIP) in helping its citizens obtain the right to higher education, namely through the provision of KIP Lectures that can be submitted by students at PTN and PTS. Private universities which act as facilitators for students in submitting KIP Lecture applications are expected to be more selective in the candidate selection process so that the distribution of assistance is right on target. Determination of KIP Lecture recipients based on certain criteria is often a problem in the decision-making process. To express the preferences of decision makers on the most desirable alternative, it can be done by applying the Technique For Order Preference by Similarity to Ideal Solution (TOPSIS). The TOPSIS method will be combined with fuzzy logic to determine the weight value for each criterion attribute, followed by a ranking process to select the best alternative, in this case a valid alternative as a beneficiary that fits the criteria. With this method, it is hoped that the assessment process will be more precise and accurate because it is based on predetermined criteria and weights.
Tapanuli Utara has many tourist objects, however, people don’t know much because of limited information about these attractions. Based on this, the author proposes this final project as a medium in an effort to increase further recognition of tourism objects in Tapanuli Utara. Information on tourist attractions can be accessed through a website that has been designed. The research method used is by making direct observations of the system that is running at the Office of the Tourism Office of Tapanuli Utara and conducting direct interviews with employees in the promotion information section and tourism resources. The results of this study are a web-based tourist attraction information system in North Tapanuli Utara which has a more attractive appearance and at the same time becomes another alternative for the community besides the official website owned by the relevant agency. This research produces an information system regarding tourism objects, accommodations, products, and events that are held in Tapanuli Utara. With the addition of images, descriptions, and locations.
Metode Multi – Objective Optimization On The Basis Of Ratio Analysis (MOORA) adalah metode yang menggunakan teknik optimasi untuk menyelesaikan masalah kompleks yang memiliki dari banyak kriteria atau multi-kriteria. Metode ini memiliki tingkat fleksibilitas yang mampu memisahkan bagian subjektif dari faktor-faktor kedalam beberapa atribut pengambilan keputusan dengan membentuk matriks keputusan. Matriks keputusan tersebut dinormalisasi dan dilakukan optimaliasasi untuk setiap kriteria hingga menghasilkan nilai preferensi yang dapat dijadikan pengambilan keputusan. Metode ini dapat menentukan tujuan dari kriteria yang bertentangan yaitu kriteria yang bernilai menguntungkan (benefit) atau yang tidak menguntungkan (cost). Pada penelitian ini, dilakukan analisis terhadapt strategi pemasaran produk yang sesuai berdasarkan berbabai faktor baik faktor internal maupun faktor eksternal perusahaan. Analisis dilakukan dengan metode MOORA dengan tujuan untuk menentukan strategi yang akan diterapkan perusahaan dalam memasarkan produk sehingga perusahaan memiliki keunggulan kompetitif untuk memenangkan pasar dari pesaing.
Penelitian ini mengusulkan sebuah format pengambilan keputusan berbasis metode Analythical Hierarchy Process (AHP) yang adaptif. Metode AHP klasik ini memiliki keterbatasan yang tidak dapat mencerminkan pemikiran manusia sebagai pengambil keputusan dalam menangani informasi yang bersifat kualitatif atau tidak tepat. Untuk itu teori himpunan fuzzy sangat disarankan untuk mengatasi masalah jenis informasi kualitatif, tidak tepat atau bahkan masalah keputusan terstruktur yang buruk. Permasalahan yang sering terjadi saat membentuk matriks perbandingan berpasangan pada teknik AHP sering tidak dapat memberikan nilai perbandingan yang konsisten, khususnya untuk masalah dengan jumlah kriteria dan alternatif yang banyak. Pada penelitian ini untuk menghindari masalah ketidak konsistensian yang terjadi pada metode AHP akan di terapkan metode perceptron dengan model jaringan lapis banyak (multilayer) dalam menentukan pemilihan alternatif. Hal ini diharapkan dapat meminimalisir pembentukan matriks perbandingan berpasangan. Penerapan metode Fuzzy Analiythical Hierarchy Process (FAHP) dan metode perceptron pada kasus penentuan klasifikasi evaluasi penerimaan mobil ini diharapkan mampu memberikan nilai akurasi atau ketepatan klasifikasi.
