The eighteenth century brought a period of tumultuous change to the Ottoman Empire. While the Empire sought modernization through military and administrative reform, it also lost much of its influence on the European stage through war and revolt. In this book, Ethan L. Menchinger sheds light on intellectual life, politics, and reform in the Empire through the study of one of its leading intellectuals and statesmen, Ahmed Vâsıf. Vâsıf's life reveals new aspects of Ottoman letters - heated debates over moral renewal, war and peace, justice, and free will - but it also forces the reappraisal of Ottoman political reform, showing a vital response that was deeply enmeshed in Islamic philosophy, ethics, and statecraft. Tracing Vâsıf's role through the turn of the nineteenth century, this book opens the debate on modernity and intellectualism for those students and researchers studying the Ottoman Empire, intellectual history, the Enlightenment, and Napoleonic Europe.
Although European travelers to the Ottoman Empire often noted the inhabitants' "fatalism," historians have never seriously examined this intellectual phenomenon. Whether or not we can credit such sources, the testimony of seventeenth-and eighteenth-century Turkish and Arabic sources points to a robust debate over fate, free will, and predestination. What were the reasons behind these discussions? What issues were at stake? This article outlines the context and content of the debate. It then offers some observations about the wider significance of free will and predestination in the Ottoman intellectual universe - particularly their relation to early modern bureaucratic and military reform.
Öz Bu makalede, vakanüvis ve devlet adamı Ahmed Vâsıf Efendi'nin (ö. 1806) 18. yüzyılın sonlarında Osmanlı İmparatorluğu'nda tanık olduğu değişime dair bazı eserlerinde ileri sürdüğü görüşleri, yazarın tarih anlayışı ve felsefi fikirleri ışığında incelenmektedir. Vâsıf 'ın argümanlarının gayet akli ve de basit kadercilikten uzak olmasının yanında, imparatorluğun bu fırtınalı döneminde ortaya çıkan tarihî ve ahlakî meselelere de matuf olduğu ileri sürülmektedir. Ahmed Vâsıf Efendi salt Osmanlı'nın askerî başarısızlıklarını ve ıslahat ihtiyacını ön plana çıkarmamış, aynı zamanda yaşadığı evreni, vak'alar arasındaki nedenselliği ve tarihsel değişimi, yine kendisinin geliştirdiği kuramlarla geniş bir çerçevede açıklamaya çalışmıştır.
