The collaboration that has led to the publication of this book can be traced back to April 2013, when the Research Institute of Agricultural and Food Economics (VÚEPP) in Bratislava, Slovak Republic, approached the Research Institute of Agricultural Economics (AKI) in Budapest, Hungary, with a view to establishing a programme of bilateral cooperation. The approach was very positively received by AKI, and the idea rapidly developed into a plan for a series of trilateral cooperation activities that also included the Institute of Agricultural Economics and Information (IAEI) in Praha, Czech Republic. Representatives of the three institutes met in Budapest at the end of May, 2013 and agreed to work together to enhance mutual research collaboration in the field of agricultural economics, share information and discuss issues related to agricultural economics in the three countries, and establish a coordination group composed by members of the three research institutes. The cooperation was formalised through the signing, in December 2013, of a trilateral Agreement covering the period 2014-2016 covering the following topics: (a) publication of individual or common papers in the institutes' journals or other journals, and exchange of journals between institutes; (b) exchange of experience via trilateral meetings of specialists; (c) cooperation with other scientific entities and support for affiliation to international networks or construction of a specific network in the institutes' common field of research interest; (d) applications and participation in common international projects; and (e) participation at international meetings with common research/papers and cooperation in organisation of different international meetings. The three institutes agreed that this would be an excellent way to better disseminate, nationally and internationally, the results of their research work and to open new perspectives to future mutual cooperation. The centrepiece of the programme of cooperation was a trilateral research project entitled "The CAP Impact on the Effectiveness of Use of Agricultural Production Factors and the Economic Efficiency of Agricultural Production and Product Sectors in the Slovak Republic, the Czech Republic and Hungary". The general objective of this project has been: research on rural areas and the agrifood sector by sectoral analysis, country comparisons, identification of positive and negative influences on the rural and agricultural economy, dissemination of research results, and proposals for future policies in the field. Initially intended to cover four topics (implementation of the new Common Agricultural Policy (CAP), agricultural land ownership and related issues, competitiveness and profitability of crop and animal production, and the efficiency of food industry production), further discussion led to eight topics of joint research being agreed. Abstract:The Agricultural Economics Research Institute has launched a research project with the aim to analyse the Hungarian land market and the changes occurred since the EU accession as well as to present the tendencies of the development. The statistical data on the land market is rather deficient and cannot be considered representative, therefore, we also included some empirical experiments summarising experts' opinion referring to all the counties of Hungary. In our paper, we provide our statements and conclusions. The survey shows that the landed property market in Hungary is in a state of anticipation. Demand is primarily for outstanding and good quality land of favourable location in certain countries or larger plots of arable and forestry land. Characteristically, the poorer quality, less accessible land of less favourable location in the neighbourhood of the depopulated, cul-de-sac villages is in oversupply. Scattered, wedged properties of small size or of unclear ownership (undivided common land) are difficult to sell. Many of the vendors are older people with subsistence worries or people who obtained the title by compensation but do not wish to get involved in cultivation. Increasingly more buyers are well capitalised farmers, who wish to increase their holdings, or to unite their property (by land swap). Another significant group of buyers wish to invest into landed property located in the neighbourhood of larger cities, at popular sites, next to main roads or motorways. According to our survey, in the immediate years before the EU accession land and lease prices increased significantly, many fold in relation to quality. Increases in land prices are due to a process of convergence to the EU prices intending to take advantage of the projected unified land market. Increases in lease prices are due to apportioning of the projected land based support between owner and lease holder. According to land sale experts (estate or realty agents) the land market will in the 5-10 years liven up resulting in increases in land and lease prices, although the extent of this cannot yet be prognosticated.Key words: land, land market, land policy, land property, land use Abstrakt: Výskumný ústav ekonomiky poľnohospodárstva zahájil výskumný projekt s cieľom analyzovať trh s pôdou v Maďarsku a zmeny, ktoré nastali od vstupu do EÚ, ako aj prezentovať vývojové trendy. Štatistické údaje o trhu s pôdou sú nedostatočné a nemôžu byť považované za reprezentatívne, preto sme zaradili aj niekoľko empirických pokusov, ktoré sumarizujú názor odborníkov, vzťahujúcich sa na všetky župy v Maďarsku. V našom článku poskytujeme naše stanoviská a závery. Prieskum ukazuje, že trh s pozemkami v Maďarsku je v stave očakávania. Dopyt je najmä po kvalitnej pôde s vý-hodnou polohou v určitých krajoch alebo po väčších pozemkoch ornej a lesnej pôdy. Charakteristicky nižšia kvalita, menej dostupná pôda so znevýhodnenou polohou v blízkosti neosídlených a nedostupných obcí v ponuke prevažuje. A vidékfejlesztés szakpolitikai jelentősége az ezredforduló óta az európai Unióban és Magyarországon egyaránt növekszik. Ezt támasztja alá, hogy 2021 júniusában az európai bizottság 2040-ig szóló, erősebb, összekapcsolt, ellenálló és virágzó vidéki területek és közösségek felé vezető jövőképet fogalmazott meg, melyet uniós szintű Vidékfejlesztési Cselekvési terv elfogadásával, valamint az uniós, nemzeti, regionális és helyi szereplők széles körét mozgósító Vidéki Paktum létrehozásával, továbbá eddig nem alkalmazott vidékfejlesztési megoldásokkal kíván elérni. A vidékfejlesztési szakpolitika hazai felértékelődését jelzi, hogy a 2021–2027-es programozási időszakban Magyarországon ez az egyetlen olyan fejlesztéspolitikai terület, ahol az EU-s támogatásokhoz szánt nemzeti társfinanszírozás mértéke a korábbihoz képest jelentősen, 17%-ról 80%-ra növekszik. Ebből kiindulva tanulmányunkban a vidékfejlesztés időben és térben változó szerepét, a cél- és eszközrendszerben, valamint a finanszírozási háttérben bekövetkezett főbb változásokat tekintjük át annak érdekében, hogy a következő programidőszakban elérhetővé váló EU-s és nemzeti vidékfejlesztési források a vidéki területek fejlődését még inkább elősegíthessék. Elemzésünk rámutat, hogy a vidéki területek hosszú távú fejlődését célzó vidékfejlesztési szakpolitika megalapozásához elkerülhetetlen a vidék fogalmának újradefiniálása, a vidéki térségek EU-s és hazai lehatárolási módszertanának felülvizsgálata, a vidékfejlesztési beavatkozások eredményeinek és hatásainak nyomon követését lehetővé tevő adatgyűjtési, értékelési rendszerek, módszertanok és elméletek megújítása a vidék és környezete szükségleteire a korábbinál jobban összpontosító, integrált szemléletű fejlesztéspolitika térnyerése érdekében.
Abstract:The research analyses the fundamental resources, farm structures, and composition by aim of farming, labour force and family income sources of the agricultural private holdings from the aspects of subsistence and income generation as well as of rural development. By processing the various databases, the research provides a clear picture on the situation of private holdings and groups of farms (self-supplying, marketing the surplus, commercial holdings). On the basis of the analyses, it is possible to estimate the number of competitive farms, that is, of professional farms, and the number of the producers who are not engaged in commercial production. This points out the need to extend the sphere of rural activities are connected to the other sectors of the national economy.Key words: private holding, farm structure, family labour, farm structure survey Abstrakt: Výskum analyzuje základné zdroje, štruktúru fariem a zloženie podľa zamerania hospodárenia, pracovných síl a zdrojov rodinného príjmu súkromných poľnohospodárskych fariem z hľadiska zdroja obživy a tvorby príjmu, ako aj vidieckeho rozvoja. Spracovaním rozličných databáz výskum poskytuje zreteľné zobrazenie situácie súkromných fariem a združení fariem (samozásobiteľské, polosamozásobiteľské, komerčné farmy). Na základe analýzy je možné určiť počet konkurencieschopných fariem, t.j. profesionálne farmy a počet výrobcov, ktorí nie sú zapojení do trhovej produkcie.
