Desde a década de 1950 até o final do século passado, o investimento em saneamento básico no Brasil ocorreu pontualmente em alguns períodos específicos, com um destaque para as décadas de 1970 e 1980. Em decorrência disso, o Brasil ainda está marcado por uma grande desigualdade e déficit ao acesso, principalmente em relação à coleta e tratamento de esgoto. Atualmente, o setor tem recebido maior atenção governamental e há uma quantidade significativa de recursos a serem investidos. Todavia, faz-se necessário que esses investimentos sejam sustentáveis. Desta forma, o presente trabalho pretendeu, por meio de uma pesquisa descritiva-exploratória, verificar como foram realizados os investimentos em saneamento básico no Brasil, com ênfase no tratamento de esgoto, e discutir como estão sendo disponibilizados os recursos para atender aos aspectos legais aos quais se submetem os municípios neste início de século. Para isto, foram utilizadas, como fontes primárias, entrevistas não estruturadas com técnicos do setor de saneamento e, como fontes secundárias, foram coletadas informações nos sites dos principais órgãos públicos e privados que têm relevância quanto ao saneamento no Brasil. Foram identificadas possíveis falhas no planejamento do setor ao longo destes últimos anos, além de terem sido encontradas evidências que apontam possíveis falhas nas avaliações dos investimentos que estão sendo realizados, não sendo considerada a sustentabilidade dos mesmos. Como contribuição, procurou-se identificar algumas novas formas de gestão em saneamento básico, o que poderá auxiliar os gestores municipais no cumprimento dos seus objetivos.
IntroduçãoA água é de vital importância para todos os seres vivos, porém a porcentagem de água potável ainda existente no Planeta, está se tornando insignificante comparada ao volume de água não potável disponível. Mesmo assim, o uso irracional da mesma continua ocorrendo em todo o mundo.No Brasil não é diferente, principalmente porque possui uma vasta bacia hidrográfica, o que dá a falsa impressão de que se pode usá-la indiscriminadamente, sem risco de não haver oferta [1].A qualidade da água se tornou uma questão de interesse para a saúde pública no final do século XIX e início do século XX, sendo anteriormente associada apenas a aspectos estéticos e sensoriais, tais como a cor, o gosto e o odor [1]. Entretanto na Grécia Antiga utilizavam-se técni-cas como, a filtração, a exposição ao sol e fervura, para melhorar a qualidade da água [2].A contaminação das águas naturais representa um dos principais riscos à saúde pública, sendo amplamente conhecida à estreita relação entre a qualidade de água e inúmeras enfermidades que cometem os seres humanos, especialmente aquelas não atendidas por serviços de saneamento [3].No Brasil, as péssimas condições sanitárias verificadas em muitas das bacias hidrográficas densamente e desordenadamente ocupadas, resultam na degradação generalizada das águas e, dos Resumo: Algumas cepas de algas, em especial as cianobactérias, podem produzir toxinas como as microcistinas, as quais podem ocasionar intoxicação e morte de seres humanos e de animais. A literatura reporta a ocorrência de um acidente em uma clínica de hemodiálise de Caruaru, Pernambuco, aonde vieram a falecer 60 pacientes que faziam hemodiálise, devido à presença da toxina microcistina-LR na água. Nesse estudo foi desenvolvido e validado um método analítico, para a determinação e quantificação da microcistina-LR. A cromatografia líquida de alta performance com detector de UV foi empregada como técnica analítica para a determinação de microcistina-LR. Os parâmetros selecionados para a validação do método foram: linearidade, curva analítica, precisão, sensibilidade e ensaios de recuperação. A curva analítica foi construída com sete pontos a partir do padrão. O método apresentou uma linearidade no intervalo de 0,05 a 5 µg L -1 , e o coeficiente de correlação foi superior a 0,99. Com base nestes resultados conclui-se que o método é eficiente e pode ser empregado, em futuras análises, para o monitoramento da microcistina-LR em água utilizada em clínicas de hemodiálise.Palavras-chave: água; validação; microcistina-LR.
