El presente artículo analiza la estrategia de desarrollo adoptada por el gobierno de Lula en Brasil, durante sus ocho años de mandato. En la misma se observa la adopción de políticas económicas cuyos sustentos teóricos forman parte tanto de la ortodoxia económica de la teoría monetarista/neoliberal como de ideas vinculadas a los enfoques (neo) desarrollistas. Dicha situación hace que en la práctica la estrategia tenga características particulares (siendo un “híbrido”), adquiriendo la conceptualización de “neodesarrolismo heterodoxo”.
La relación entre el modelo de desarrollo y la estrategia de inserción internacional
constituye un vínculo clave para la comprensión de la política
exterior. Sin embargo, la misma ha sido poco considerada en los análisis de las relaciones internacionales contemporáneas. En este artículo nos proponemos analizar la definición de ambos conceptos, buscando identificar los canales a través de los cuales se articulan e impactan en la política externa. El artículo realiza un análisis bibliográfico y documental, donde la discusión teórica-conceptual que vincula modelo de desarrollo-estrategia de inserción se acompaña del análisis de datos empíricos correspondientes a la política exterior argentina en el período 1983-2011.
