el presente artículo, derivado de investigación, presenta el marco conceptual y metodológico resultados del estudio de las Unidades de Planificación Territorial y de Gestión como Instrumento Operativo para la toma de Decisiones Urbano Rural, los POTs y PDM, instrumentos de planteamiento en el corto, mediano y largo plazo, en este orden la zonificación del territorio se convierte en la alternativa para plantear y fortalecer las Unidades de Gestión y Planificación Territorial donde se debe fortalecer la institucionalidad a partir de la incorporación de los actores y sectores público, privado y sociedad civil.
Resumena planeación territorial es un proceso de índole geográfico y tiene como fin identificar un problema, analizarlo, establecer objetivos y con base en ellos generar alternativas de solución, seleccionar una, ejecutarla y hacerle seguimiento. Sin embargo, el referente al ordenamiento y planificación territorial existen diversas aplicaciones informáticas que pueden ser utilizadas en las distintas etapas de la planeación como es la dimensión geográfica con apoyo en el uso de Sistemas de Información Geográfica (SIG) y sus funciones de análisis espacial, modelamiento y visualización, integrados con aplicaciones informáticas no espaciales y sus funciones de tabulación, administración y almacenamiento de datos, que pueden funcionar juntas apoyadas por las Tecnologías de la información y las Comunicaciones (TICs). Para ello, se aplican las distintas variables ambientales, sociales y económicas que a través de las distintas instancias de políticas s en el territorio para general los escenarios territoriales más óptimos en términos de planificación territorial.Palabras clave: Sistemas de apoyo para la planeación (SAP)/ Geotecnologías / Modelamiento / Simulación / Comunicación Abstract erritorial planning is a process of geographic nature and aims to identify a problem, analyze it, establish objectives and based on them generate alternative solutions, select one, execute and follow up. However, regarding the planning and territorial planning there are several computer applications that can be used in the different stages of planning such as the geographic dimension with support in the use of Geographic Information Systems (GIS) and its functions of spatial analysis, Modeling and visualization, integrated with nonspatial computer applications and their functions of tabulation, administration and storage of data, which can work together supported by Information and Communication Technologies (TICs). In order to do this, the different environmental, social and economic variables that, through the different policy instances, are applied in the territory for the most optimal territorial scenarios in terms of territorial planning.
Resumenl presente artículo da a conocer los resultados obtenidos luego de una revisión teórica acerca de la necesaria relación que existe entre la zonificación ambiental, y la Estructura Ecológica Principal en el Ordenamiento del Territorio en los diferentes escenarios físicos, con el objetivo de caracterizar la importancia de estos dos factores como mecanismos fundamentales en la formulación de Planes de Desarrollo (PD), y los Planes de Ordenamiento Territorial (POT). EAbstract his article discloses the results obtained after a theoretical revision regarding the necessary relationship between environmental zoning, and the National Ecological Land Use Planning in different physical settings, in order to characterize the importance of these two factors as key mechanisms in the formulation of Development Plans (PD), and the Land Management Plans (POT). A lo largo del artículo emergen varios elementos con los cuales se puede establecer la incidencia de las políticas públicas en las tomas de decisión en el territorio, sobre todo en la utilización de tres instrumentos de planificación y de gestión territorial como el Plan de Desarrollo (PD), el Plan de Ordenamiento Territorial (POT) y los Planes de Manejo Integral de Cuencas Hidrográficas (Pomca), estructurados por medio de las Unidades de Planificación y de Gestión Territorial (UPGT). Estos permiten articular el desarrollo de programas y proyectos en un territorio asociado en municipios y departamentos, con el motivo de invertir y localizar infraestructuras que reduzcan la vulnerabilidad y amenaza en áreas que han sido objeto de deslizamientos e inundaciones e intervenidas por el Gobierno nacional mediante la Ley 1523 de 2012 de Gestión del Riesgo y complementadas por otras normas que fortalecen la dimensión ambiental, social, económica y administrativa que coadyuvan a un ordenamiento territorial más integral. La participación de actores y sectores públicos y privados y la sociedad civil son coordinados con la puesta en marcha de los Comités de Integración Territorial (CIT), que jalonan los procesos administrativos alrededor del riesgo y de los desastres naturales asociados, en muchos casos, con las actividades humanas
Este artículo es el resultado de investigación científica y tecnológica, en la cual se identifican conceptos y lineamientos además de directrices en la planificación y gestión territorial obedeciendo a lo que se llama las lecciones aprendidas en el contexto del ejercicio profesional y docente en los planteamientos de la planificación y gestión territorial, de modo que se asientan de forma crítica y argumentativa los nuevos cambios de paradigmas en la planificación territorial. Finalmente, para dichos cambios se muestran de forma estratégica los conceptos y metodologías empleadas para llevar a cabo el nuevo enfoque de la planificación y gestión territorial, definiendo los instrumentos de gestión operativa para la toma de decisiones en el contexto departamental y municipal para un nuevo modelo de gestión territorial y administrativa.
