Encouraging parental empowerment in child protection servicesIn youth care, parental empowerment is increasingly being seen as an efficient way to improve family functioning. In child protection services, parents may perceive the power differences and strains between them and youth professionals as an obstacle to work effectively on their empowerment. In this article, we conducted a literature review to explore what is known about strengthening parental empowerment in child protection services. Between March 2015 and February 2016, (inter)national scientific literature was searched concerning factors influencing parental empowerment in child protection services. The relevance of studies was established by using in- and exclusion criteria. Factors influencing parental empowerment can be found on the level of the client (for instance, family functioning and the social network) and on the level of the professional (relational components and participation components). This literature review is a first step towards knowledge about what can be done to strengthen empowerment of parents in child protection services. Since few studies have focused on parents in child protection services, more research concerning parental empowerment in this specific context has to be done.
Al jaren is duidelijk dat de zorg voor jeugd en gezin beter kan en moet. Om kinderen en gezinnen eerder, sneller en beter te ondersteunen, gaan heel wat beleidswijzigingen en professionele veranderingen aan de transitie vooraf. Aanvankelijk ligt de nadruk vooral op kwalitatieve verbetering, later komt daar nog de urgentie bij om ook in financiële zin winst te behalen. Voor daadwerkelijke, structurele veranderingen moet de jeugdsector op de schop. Er wordt een aantal jaar voor uitgetrokken om de grote transitie voor te bereiden. Een ding is duidelijk: de ondersteuning moet dichter bij de gezinnen worden georganiseerd en professionals moeten meer gaan samenwerken. Van professionals wordt een omslag in het denken en handelen verwacht om dit te kunnen realiseren. Deze omslag wordt al snel gelabeld als transformatie. Wij stellen dat dit heeft geleid tot onderwaardering van professionaliteit en onwennigheid bij professionals. Het is tijd dat weerbare professionals een centrale rol krijgen in het veranderde speelveld rond jeugd en gezin.Aanvankelijk was de transitie nog tamelijk abstract voor professionals, zo bleek uit een verkennend onderzoek in het veld (Hooghiemstra & Verharen (2013a). Dat het de bedoeling was dat de eigen krachten van jeugdigen en gezinnen en hun omgeving beter benut moesten gaan worden, was de meesten wel duidelijk. En, anders dan wel eens wordt verondersteld door beleidsmakers, de professionals waren daar een groot voorstander van. Sterker: ze waren daar over het algemeen al veel langer van overtuigd en niet voor het eerst mee bezig. Professionals waren zich bewust van hun belangrijke rol in de grote veranderingen en dat dit vroeg om verdere professionalisering.Het wrange van de periode die volgde, was dat in het openbaar steeds meer werd gesproken over de behoefte aan ont-professionaliseren. Als voorzitter van de Werkplaatsen Sociaal Domein 1 (WSD) ga ik regelmatig "op visite" bij een van de Werkplaatsen in de regio. Elk bezoek is tevens een graadmeter voor de temperatuur van de transformatie. Dat heeft veel te maken met de manier waarop deze Werkplaatsen functioneren. We hebben ze wel eens broedplaatsen genoemd waar professionals, beleidsmedewerkers, onderzoekers, studenten en docenten en niet te vergeten burgers en cliënten samen zoeken naar oplossingen voor transformatie-kwesties die schuren in het dagelijkse werk. In 2019 zijn alle werkplaatsen bezig met nieuwe onderzoekagenda's. Deze laten zien wat nu urgent wordt gevonden, of wat al is bereikt en wat nog steeds aandacht vraagt. Het "gewone leven" krijgt een prominente plaats in het denken over beleid en uitvoering na de transitie. Daar in de praktijk ook naar handelen, blijkt echter niet gemakkelijk. Het gevolg is en Advies. Als Expert Sociaal Domein neemt zij deel aan vele commissies en adviesraden en voert zij diverse onderzoeks-en adviesopdrachten uit. Eerder was zij onder meer lector bij Fontys en Avans, directeur bestuurder van een regionaal Kennisinstituut en verbonden aan het Sociaal en Cultureel Planbureau.
