Abstract-Law No. 6 of 2014 on the Village states that one of the things that must be done by the village government is to empower the village community. Through community, empowerment is expected to realize the independence of society, both economically, socially, culturally, and politically. In relation to the empowerment of rural-oriented villagers, the Village Law also states that the Village Business Company(BUMDes) is an economic institution that can realize the economic independence of the village. In addition to economic orientation, BUMDes is also expected to be a tool for knitting together (collectivity) of village communities. To realize these expectations, it is necessary to empower the village community, where BUMDes can be used as a tool in the process of empowerment. In order for the empowerment of village communities through BUMDes to run well, in the establishment and implementation, the socio-cultural values (local wisdom) of village communities should be utilized and empowered. In this context, the Village Law has responded to the use of socio-cultural values for the empowerment of village communities. The response of Law No. 4 of 2014 on the village against local wisdom can be seen from the philosophy of the Village Law that revives the socio-cultural values (local wisdom) of village communities that can be realized through the potential of social capital that exists.
The aim of the research were (1) to examine participants’ pragmatics competence toward English formal, Neutral and Formal request, (2) to find evidence of the participants’ lack of pragmatics competence toward various setting of English pragmatics situations.Qualitative and quantitative methods were applied to analyze the result of the findings. English Grammar competence test (IELTS model test) was given to determine the subjects of the research Grammar competence. The English pragmatic test was given to determine the subject of the research competence on English pragmatic.The subjects of the research were grouped into 3 (three) categories; group A which consist of subjects whose English Grammar competence are at basic level (IELTS score 5 to 6), group B consists of subjects whose English Grammar competence are at intermediate level (IELTS score 6 – 7) and group C consists of subjects whose English Grammar competence are at Advance level (IELTS score above 7). Each group consists of 5 individuals, who have no prior information of the test model and the aims of the research. The English Grammar competence (IELTS model) is administered before the pragmatic competence test, to group the subjects of the research. The grouping can also be fulfilled by subjects’ official IELTS statement of result.There are 3 parts of the English Pragmatic Competence which researcher applied to determine the result of the research, (1) identifying formal, informal and neutral request utterances, (2) Expressing subjects willingness and unwillingness with reasons in using the utterances (3) Answering appropriately to multiple questions.The result of the research shows different finding from each of the English Grammar competence level. The research result also showed the conjunction between Grammar and pragmatic competence at higher level or at the third group. The research result surprisingly shows low level of pragmatics competence at the second and first group or at intermediate and basic level of Grammar competence.
Penelitan ini dilaksanakan di Polsek Belakang Padang (BLP) Jalan Hangtuah No 4 Batam, Tujuan penelitian ini adalah untuk mengetahui seberapa besar dampak stress terhadap disiplin kerja pada anggota polisi sektor Belakang Padang (BLP). Latar Belakang masalah menunjukan bahwa wilayah Belakang Padang merupakan kepualauan dan harus menempuh perjalanan laut serta wilayah nya rata-rata adalah pulau-pulau kecil perbatasan Indonesia dan Singapura sehingga kinerja Polisi disana bisa terhambat dan terganngu untuk melayani masyarakat. Hipotesanya dari penelitain ini adalah Diduga ada hubungan antara stres dengan disiplin kerja Aparat Polisi Sektor Belakang Padang (BLP) Batam Kepualauan Riau. Dari hasil pengujian hipotesis dengan menggunakan uji regresi didapatkan bahwa hipotesis 1 menunjukkan bahwa stress kerja berpengaruh signifikan terhadap disiplin kerja, Hasil pengujian secara serentak (uji F), sehingga dapat disimpulkan bahwa secara bersama-sama stress kerja tidak mempunyai pengaruh signifikan terhadap disiplin kerja. Dari hasil observasi di lapangan bahwa Anggota Polri Sektor Belakang Padang (BLP) tetap disiplin bekerja meskipun tekanan lingkungan kerja yang bisa membuat stres kerja menjadi tinggi. Kinerja Anggota Polri Sektor Belakang Padang ( BLP) sudah lebih baik ditandai mampu melayani masyarakat dengan baik seperti kita berkunjung ke Perbankan. Tingkat stress tinggi dan disiplin kerja yang akan berimbas kepada kinerja Anggota Polri Sektor Belakang Padang ( BLP ) dapat diatasi dengan kemampuan majerial Kapolsek yang baik terutama dimasa kepemimpinan AKP Dasrul Savit yang mampu memimpin dan membina anggota nya dengan baik, AKP Dasrul salah satu Kapolsek Terbaik selama Polsek Belakang Padang berdiri.
Abstract-Law No. 6 Year 2014 on the Village defines a rural community empowerment as an effort to develop independence and public welfare by improving the knowledge, attitudes, skills, behavior, ability, awareness and use of resources through the establishment of policies, programs, activities, and assistance in accordance with the essence of the problem and the priority needs of rural communities. The definition illustrates the government's desire to make the existing villages throughout the territory of the Unitary State of the Republic of Indonesia into an independent village in accordance with the potential owned by each village.The empowerment of rural communities into an alternative development to realize the wishes of the government to establish the village community so that the goal of Indonesian independence to realize prosperous and just society can be realized soon. The rural-urban development disparities that have occurred so far can be overcome by the issuance of the new Village Law. The empowerment of village communities will only work well if the empowerment process is able to utilize and utilize the potential of social capital in the village.
