This study was carried in the academic year 2018-2019, aiming at assessing the situation of infrastructure and social care for disabled students in public universities in Albania. The goal of this survey was to contribute toward providing effective academic services and upgrading the infrastructure access for disabled students, to help them to get access and mobility in university settings. Twelve public universities were surveyed for the accommodation and the nature of specialized services to pursue successfully a higher education program for disabled students. Specialized teaching, supportive offices regarding academic accommodation, transportation, and social care, and other educational equipment are missing in most public universities. This survey revealed special needs and possible access to university settings. Achieving equitable inclusion and the implementation of higher education actions within HES in Albania remains a permanent challenge to create adequate learning and teaching spaces for special needs for disabled students.   Received: 2 March 2021 / Accepted: 15 April 2021 / Published: 10 May 2021

Mental health policy is a major challenge in every government engagement. Human wellbeing is threatened by mental health issue, and this is why it is necessary to position mental health as a health priority (WHO, 2001). The reduction of human and economic cost of mental health problems can be achieved by providing equitable and evidence-based mental healthcare and treatment. In Albania, the organization of mental health policy has experienced changes in the past half century, especially after the 90’s. This was driven by political commitment at national and intergovernmental levels in response to the challenges posed by mental health problems. The purpose of this paper is to analyze, present factors, and circulates what affects and prepossess the adoption of new mental health policy. The methodology used for this paper was based on two main elements. The first was the analyzing of Albanian conceptual framework, which is derived from two grounded elements: policy content and health policy process. The second element involves data collection using semistructured interview (12) with three levels of policy: policymakers, health policy administrator, and mental health care provider. Also, we consulted a wide range of electronic databases before underpinning the research with additional search. This search includes the scanning of a range of websites, reference lists of included studies, the legal mental health framework, and the respective documents. The activities stipulated in the First Component of the South-Eastern European Mental Health Project under the Stability Pact urged the process of a new mental health policy formulation and adoption of mental health legislation stressing human rights of patients. The WHO has influenced the whole mental health policy framework. They have instructed the National Policy Document for the Mental Health and the recpective action plans. In addition, they have supervised the impemention of this Documents and has trained mental health experts at all levels. Albanian policymaker are concerned with having an adequate map of mental health facilities. This is because many of the dedicated program are far way to be reached from persons in need. All policymaker actors are focused on the need for identification. In this trend of increase in the number of persons with mental health problems and their need for a more holistic care, finances has a crucial role to play.

The aim of this article is to display a reflection of how children's and youngsters wellbeing is viewed from a legal perspective including international framework and domestic ones. The Albanian government has drafted legal and institutional documents to protect the best interest of children and young people living in Albania. Some of these documents are included and explained in this paper. The Constitution of the Republic of Albania (1998)1 is the highest law of the state and the main tool of governance. The Ministry of Social Welfare and Youth2 ensures the protection of the constitutional rights for every child. The Social Service in Albania3 is responsible for implementing policies, legislation and economic assistance and payment not only for children and youngsters but also for persons with disabilities and social services across the country. Sexual and reproductive health services in Albania are based on a positive history of services quality and access. However, in the context of the past decades changes in the social and population perspective, these services are faced with the challenge to meet increasing and evolving demands from girls and women. The data available are scare to portray a good picture of the knowledge, attitude practice and other dimensions of access and quality of sexual and reproductive services from the viewpoint of girls and women. The findings introduced in this article present an attempt to add on the evidence, with the target of Tirana, being the most populated city. The methodology used in this research is composed by two components: the quantitative KAP survey, and the qualitative assessment of the services' access and quality. The first instrument is tested and has passed the necessary reliability and validity tests and the second instrument is a focus group with girls and women. Both data are analysed with respective software. The respondents reported low level of knowledge on contraception methods, risk factors for cervical cancer, and signs of breast cancer. They accept that practices in terms of modern contraception are not frequent, similar are the prevention measures or testing for cervical cancer, IST/HIV. The study identifies that many barriers remain strong for girls and women in Tirana to access quality services.
