O objetivo geral deste trabalho foi comparar e avaliar o comportamento das receitas e dos gastos públicos do setor de saúde, em época de pandemia, no Estado de Minas Gerais, entre 2019 e 2020. Logo, vale-se de estudos e levantamentos extraídos do Portal da Transparência do Estado de Minas Gerais, da Secretária da Fazenda do Estado e do Sistema de Informações sobre Orçamentos Públicos, além de unidades orçamentárias, que compunha o programa de governo em 2021. O método de pesquisa caracterizou-se como descritivo e documental. Os resultados apurados evidenciaram que o Governo arrecadou mais recursos, em contrapartida reduziu os investimentos na área da saúde durante 2020. O governo cumpriu com previsto pela Constituição Federal, de 1988, embora constatada uma redução no percentual mínimo aplicado, apesar de aprovado com ressalva pelo Ministério da Saúde, entre 2019 e 2020. Em relação aos órgãos e unidades orçamentárias vinculadas a função de governo da saúde, houve falta de investimento no sistema, ao abranger o período da covid-19, durante a crise vivenciada pela sociedade, mas que não foi suficiente para redução do número de mortes na pandemia, o que levou o Estado à condição de onda roxa, devido ao agravamento da doença em toda a região mineira. Desta forma, conclui-se a pesquisa e se sugere a realização de novos estudos para apurar a arrecadação e os gastos com saúde posterior ao levantamento destes dados.
