RESUMOHá uma sensação generalizada, nos últimos tempos, de que há uma inversão de papéis entre os normatizadores contábeis e os acadêmicos: os primeiros passaram a ser os grandes responsáveis pelos estudos teóricos, ao passo que os segundos cada vez mais se distanciam dos aspectos conceituais mais profundos da contabilidade. Tal fato se dá por conta do processo amplamente difundido no mundo de harmonização das normas locais com as do IASB, que leva os normatizadores a serem imersos cada vez mais em aspectos conceituais, mas também devido à mudança de eixo das pesquisas acadêmicas, cada vez mais descritivas e empíricas e, atualmente, raras em termos conceituais. Todavia, tanto o viés imposto pelo IASB de prover informações principalmente para os fornecedores de capital das empresas quanto a necessidade pragmática de implementação de normas, levam os normatizadores a pensarem já com um viés prático definido a priori. Por outro lado, o pensamento acadêmico teórico pode ser livre de tal viés e permitir visões mais amplas e até mesmo divergentes do status quo normativo. A união desses dois segmentos da comunidade contábil, e não sua segregação, faz-se cada vez mais premente tendo em vista a necessidade de evolução, não somente da teoria da contabilidade,
This paper concentrates on the three main stages of expert system development: knowledge acquisition, knowledge representation (which includes the treatment of uncertainties), and verification and validation. The findings of a survey of expert system applications in the construction management domain are reported. A model is presented that regulates the process of creating an expert system and that eliminates the shortcomings of existing techniques used with knowledge of subjective nature. This model is based on the Delphi method, a tool used for collecting data and information to solve nonanalytical problems. It is proposed that the use of the Delphi method in the knowledge acquisition, knowledge representation, and validation stages of expert system development will improve user confidence in the final product.
