There is a dynamic relationship between the culture/art products of societies and their social, political and economic elements. However, certain periods might come to the forefront in the structural change of the abovementioned relationship. As one of the breaking points of the 20th century, the 1980s was a period in which Turkey experienced a paradigm shift along with the world conjuncture. The rupture that was caused by the military intervention of 12 September 1980 not only have impacts in the economic and political field, but also directly affected the cultural and artistic life in Turkey. The military intervention of 1980 became a milestone in Turkey in every respect and everything, from economy to politics, from the street to culture/art products, became known as before and after the 80’s. These developments, which triggered new searches in the field of art and social sciences, were also the source of important changes in art/cultural products and in the production and exhibition of art. In this context, the field of culture/art can be considered among the observation areas where the process of social change can be observed clearly. Structural aspects that came to the fore in culture/art products in this period were depoliticization, individualization and the process of women’s subjectivation. It became a carrier of the economic, political, social and ideological structuring of the liberalization process of cultural/art products ın these years. Although artists/culture producers tried to produce their works focused on individual subjects as much as possible in this period, some of them tried to express themselves with polychrome, polyphonic and various forms after 1980 under the influence of arabesque culture.
Atatürk dönemine özgü kültür anlayışından tamamen ayrılan İnönü dönemi, kendisinden önceki laik-milliyetçi yaklaşımlardan 1940’lı yıllar itibariyle laik-hümanist bir çizgiye doğru geçişi temsil eder. İnönü döneminin hümanizm eksenli kültür politikası, Atatürk döneminin kültür politikalarından oldukça farklıdır. İnönücü hümanist kültür savunucularına göre, Avrupa düzeyine ulaşabilmenin yolu, Yunan-Latin kaynaklarının çevrilmesinden geçmektedir; böylece hem Batı gibi uzun bir yol yürünmesine gerek kalmayacak, hem de bu kaynağa daha çabuk nüfuz edilerek bu yol daha hızlı katedebilecektir. Doğal olarak, bu doğrultuda oluşturulan kültür politikalarıyla hümanist anlayış çerçevesinde tercümeler gerçekleştirilmiştir. Batı kültürünü halka ulaştırmak için Halkevleri, Halkodaları ve Köy Enstitüleri gibi kurumlar devreye sokulmuş, Yunanca ve Latince öğretimi hayata geçirilmiş, basın ve radyo gibi kitle iletişim araçlarıyla hedeflenen kültürel değişimin geniş kitlelerle buluşturulmasına çalışılmıştır. Böylelikle İnönü döneminde uygulanan kültür politikalarıyla, Atatürk döneminde var olan ulusal ve halkçı kültüre ilaveten toplumun kültürel yaşamına hümanist kültürel unsurlar da katılmıştır. Son kertede İnönü döneminde; kültür/sanat alanında evrensel-hümanist anlayış bir anlamda Türk-İslam anlayışını bu yapılanmanın dışında tutmanın örtülü bir eylemselliği olarak ortaya çıkmaktadır. Evrensellik iddiası Türk kültürünü, hümanizm iddiası da İslam medeniyetine özgü değerleri kültür/sanat dairesine dahil etmemenin zeminini oluşturmaktadır.
Antik yazarların mesos (orta) ve potamos (ırmak) kelimelerini birleştirerek türettikleri bir isim olan Mezopotamya, Fırat ve Dicle nehirleri arasında kalan, günümüzdeki Irak topraklarının bir kısmını oluşturmaktadır. Coğrafi bir terim olan Mezopotamya, öte yandan Babil, Sümer, Asur ve Akad gibi kadim uygarlıklardan günümüze değin uzanan zengin, kültürel bir kimliğin de adıdır. (Köroğlu, 2012: 11-12). Kentlerin ortaya çıkışını, küçük topluluklar halinde yaşayan insanlığın tarihsel süreçte büyük topluluklara dönüşmesi belirlemiştir. Modern anlamdaki ilk kentlerin MÖ 3500-4000 yıllarında Mezopotamya'da kurulduğu, karmaşık sosyal organizasyonların da yine ilk defa bu coğrafyada gerçekleştirildiği görülmüştür.ÖZET Mesos (orta) ve potamos (ırmak) kelimelerinin birleşiminden oluşan Mezopotamya, Fırat ve Dicle nehirlerinin arasındaki, günümüz Irak topraklarının bir bölümünü tanımlayan bir bölgenin adıdır. Mezopotamya adı, her ne kadar coğrafi bir terim olsa da aynı zamanda Sümer, Akad, Babil, Asur gibi kadim uygarlıklardan günümüze kadar gelen bileşik kültürel bir kimliği de simgelemektedir. Kentlerin ortaya çıkışında tarihsel açıdan ilk başlarda küçük topluluklar halinde yaşayan insanlığın, sonraki süreçte büyük topluluklara dönüşmesi belirleyici olmuştur. Modern anlamdaki ilk kentler MÖ 3500-4000 yıllarında Mezopotamya'da kurulmuş, karmaşık sosyal organizasyonların da yine ilk defa bu bölgede gerçekleştirildiği görülmüştür. Fırat ve Dicle nehirlerinin cansuyu olduğu Mezopotamya'da teşekkül eden gelişmeler, Önasya'daki bütün eski medeniyetlerin gelişme sürecine etki etmiş, zaman zaman da doğrudan belirlemiştir. Kentleşmeden mimariye, sanat anlayışından din ve yazı sistemlerine değin ortaya çıkan öncü fikir ve pratikler, ticaret ya da siyasal ilişkiler neticesinde Anadolu, İran ve Suriye gibi bölgelere yayılarak buradaki medeniyetlerin biçimlenişine katkı sunmuştur. Güney Mezopotamya'da MÖ 4. bin yılın sonlarında kurulan kent düzeni ve medeniyet algısının yüksek düzeydeki başarısı, sadece birkaç yüzyıl içinde çevre bölgelere ulaşarak Anadolu'dan Hindistan'a değin geniş coğrafyalarda karşılık görmüş, Mezopotamya'yla herhangi bir iletişimin var olduğu bütün yerlerde ise radikal değişimlerin yaşanmasına neden olmuştur. Kentlerin ekonomisini din örgütünün başında bulunan kral yönetmektedir, siyasal düzen ise sosyo-ekonomik yapıyla iç içe geçmiştir. Oluşma sürecindeki kentleşme modelinin en belirgin unsurları; çok katmanlı sosyal yapısıyla geniş nüfusunun yanı sıra, yazı ve denetim yöntemleri, anıtsal yapıları ve uzak bölgelerden ithal edilen egzotik mallardır.
