This book examines security in three cities that suffer from chronic violence: Rio de Janeiro, Brazil; Medellin, Colombia; and Kingston, Jamaica. In each, democratic states contend with subnational armed groups that dominate territory and play important roles in politics even as they contribute to fear and insecurity. Through a nested three-city six-neighborhood analysis of the role of criminal groups in governance, this research provides a deep understanding of the impact of crime on political experience. Neighborhoods controlled by different types of armed actors, operating in the same institutional context, build alliances with state officials and participate in political life through the structures created by these armed actors. The data demonstrate the effects criminal dominance can have on security, civil society, elections, and policymaking. Far from reflecting a breakdown of order, varying types of criminal groups generate different local lived political experiences.
Academic analyses of crime and policing in Latin America have generally focused on the failure of state institutions to guarantee a rule of law. This study, however, argues that the persistently high levels of violence in Rio's favelas [shantytowns] result not from the failure of institutions but, rather, from networks that bring criminals together with civic leaders, politicians, and police. These contacts protect traffickers from state repression and help them build political support among the residents of the where they favelas operate. Rather than creating ‘parallel states’ outside of political control, then, these networks link trafficker dominated favelas into Rio's broader political and social system.
For the past generation scholars have written about violence, crime, and conflict in Rio de Janeiro’s favelas. While this scholarship has developed an extensive understanding of the problem of violence and criminal control of the city’s favelas it has not yet effectively engaged in a discussion of the implications of differential types of crime creating local security orders. Building on research in two different city regions in Rio de Janeiro, this article examines how different types of crime groups emerge from varied forms of social disorganization and contribute to particular models of social control and order. The article examines the varying relationships and exchanges built by drug gangs in Rio de Janeiro’s Zona Norte (Northern Zone) and milícias in the city’s Zona Oeste (Western Zone). The actions of these criminal organizations emerge from and promote orders that affect the lived political, social, and economic experiences of residents of favelas.
After nearly 20 years of democratization, residents of Rio's favelas suffer high levels of civil and human rights abuse at the hands of both police and drug traffickers. The government is generally unable to guarantee the political order necessary to protect the rights of residents in these communities. Existing theories of democratization and advocacy networks offer little to explain how the types of endemic violence that affect poor neighborhoods in the developing world can be brought under control. Based on more than two years of participant observation and interviews in Rio de Janeiro, this article examines how democratic order can be extended to favelas. It argues that networks can link favela residents to organizations in civil society, and state actors can play a critical role in reducing violence and establishing democratic order.
