Reformation-era opened the opportunities for political freedom and the development of religious life among the Islamic community in Indonesia. It can be seen in the strengthening of the identity and the movements of religious groups outside the mainstream religious groups, namely radicalism. Acceptance of different narratives based on religious sentiments is shown in the public space by building a distinction between "us" and "them". There is a need for an antidote toward radical understanding that resulted in acts of terror naming the deradicalization. By qualitative methods, this study indicated that during the nine years of the establishment of the National Counterterrorism Agency (BNPT) the programs are still static because the program has not been able to minimize or even eliminate radical understanding that led to acts of terror. All elements of civil society must strengthen the deradicalization program of BNPT. Both NGOs (Wahid Institute and SETARA Institute) stated that the process of deradicalization was not only on individual problems, but the social environment also played an active role. It is the state that has the ability in the process of deradicalization, but the state must involve civil society.

AbstrakThe opening of the texts of political freedom and democratization following the fall of the New Order regime not only provided space for the emergence of various expressions built on primordial sentiments and identities but also paved the way for the expansion of radicalism. Reports by a number of survey institutions indicate that Indonesia is still a fertile ground for the production and reproduction of radical ideologies that allow the continued expansion of the radical organization or network. This threat is exacerbated by high public support for intolerance and violence. This article explores how the spirit of nationality for young people in the midst of the emergence of intolerant attitudes in society, the attitude of monopolizing the truth in religion that led to acts of terror in society. It needs dialogue and reconciliation honestly and openly. The deradicalization program must now be strengthened with elements of society to create a safe and peaceful atmosphere. This article is based on studies conducted to describe the stemming of radicalism in the era of democratic decentralization. The author has a thesis that the acceptance of radicalism narration occurred gradually. In the early stages of accepting the narrative, people begin to realize about the world's disaster and the prevailing system in society. They then withdraw from extrovert society by establishing a clear distinction between "us" and "them". The differences of identity begin to unfold along with denial of differences based on religious sentiments. An antidote to radicalization is necessary: deradicalization. Radicalism is not then present without being preceded by an intolerant attitude which then turns to acts of terrorism. When an individual commits an act of terror, it is indirectly past the stage before the individual commits the terror: intolerant and radicalism. In this era of decentralization, democracy starts the freedom of expression for every citizen, including criticizing government policies without fear of repressive actions from the state. Along with the strengthening of democratic decentralization policy, the dynamics of radical religious group movements also decentralized.
