Los procesos de acogida e integración no solo son una realidad compleja y variable en la Unión Europea sino especialmente en contextos sociales determinados como las ciudades y las provincias. Estos deben afrontar los desafíos diarios de atención a las necesidades específicas de la población refugiada y garantizar la convivencia. Este trabajo recoge los resultados de una investigación interdisciplinar desarrollada sobre el grado de implementación de los procesos de acogida y de integración en Bizkaia atendiendo a las diferentes fases del Sistema de Acogida e Integración para personas solicitantes y beneficiarias de protección internacional. A tal propósito, se analiza la capacidad de los programas recientemente puestos en marcha, entre ellos especialmente el Programa Goihabe, para optimizar así la coordinación y gestión integral de tales procesos en dicho territorio histórico.
Si bien, las personas migrantes son uno de los colectivos mayormente excluidos y reciben un trato diferenciado en el acceso y la garantía de los derechos humanos. No por ello, el marco conceptual y jurídico tendente a promover su protección ha reforzado la aplicación del principio de igualdad y no discriminación en contextos migratorios. La configuración jurídica de los derechos de las personas migrantes en las Naciones Unidas y actualmente en la Unión Europea requiere una crítica y debate más reflexivo sobre el alcance de la diferenciación y sus límites conforme al principio de no discriminación. Por consiguiente, este artículo plantea una revisión de las limitaciones existentes en la categorización convencional de los derechos de las personas migrantes que contravienen el principio de no discriminación y, trata de cuestionar la legitimidad de la diferenciación de categorías jurídicas cuando la apelada diferencia no tiene una justificación objetiva y razonable.
While vulnerability and migration are boundary concepts, they have been employed as if they were somewhat neutral and univocal. Based on the umbrella theory of the vulnerability turn, the specialist doctrine has focused its critical analyses on the legal-political dimensions of the different vulnerable subjects and groups. However, migrant vulnerability has a unique impact on the regulatory field of asylum, especially given its ambiguity and lack of legislative harmonisation across EU Member States. A review of the mechanisms for identifying and protecting migrant vulnerability can provide regulatory evidence regarding the different phases of the Common European Asylum System, which in turn can lead to proposals for its reform. This study will analyse the complex and questionable use of the category of ‘vulnerable migrant’ in the main international instruments of legal protection when applied to asylum seekers. It will then present a critical comparative analysis of the national and EU asylum framework.
The Euro -Mediterranean region has become one of the most critical areas in the European Union on the issue of attracting migrants and experiencing the subsequent migratory pressures, but this has had very little impact on major comparative studies of European integration policies. Greece, Italy, Spain and Portugal are easily identifiable as exponents of a 'non -model' system of integration. This trend changed on an academic and political level in the period from 2003 to 2009. Southern European countries have yet to establish nationwide integration policies for immigrants, and in times of economic crisis they have strongly restricted welfare protection, even though social rights are keystones for immigrant integration. Looking mainly at the Euro -Mediterranean region, this paper aims to analyse crossed interactions, to detect strengths, weaknesses, opportunities and threats in the emulation of nationalistic models in order to boost immigrant integration through equal access to social rights.
