Manpower scheduling is a concept that enables businesses to carry out their activities effectively, and it is especially important in sectors where human power is used intensely, such as the health sector. Characteristics of health employees such as number, knowledge, and skills make the planning and scheduling activities in the health sector mandatory. In this study, the nurse scheduling problem has been emphasized, and the proposed mathematical model for the shift scheduling problem of nurses working in the pediatric emergency department of a hospital in Denizli has been solved by performing the integer goal programming method. The main purpose of the proposed model is minimizing the difference between the total number of shifts nurses are assigned and distributing the weekend and night shifts as evenly as possible by taking into account the demands of the nurses to create a justice schedule. As a result of the solution of the problem with the proposed model, workload due to manual scheduling imposed on the nurse has been reduced, and workload among nurses has been balanced with the obtained shift schedule. It is thought that the implementation of the proposed model will not only improve the workload justice among nurses, but also will increase their performances and their satisfaction from planning process.
