Emrah Balıkçıoğlu * Özet Kıbrıs Sorunu, Türk dış siyasetinin en önemli sorunlarından birisidir. Türkiye ve Yunanistan'ın, Kıbrıs'taki Türk ve Rum halkı arasındaki sorunu çözme çabaları ise bugün de devam etmektedir. Sorun, Kıbrıslı Rumlar ile Yunan Hükümeti'nin enosis (Kıbrıs'ın Yunanistan'a ilhakı) emellerinden doğmuştur. Zira İngilizlerin 1878'de Kıbrıs'a gelmesinden sonra, Rumlar, Yunanistan'ın da desteğiyle, İngilizlerden enosis talebinde bulunmuş ve Yunan Hükümeti, enosisi gerçekleştirebilmek için, 1954'te Kıbrıs Sorunu'nu Birleşmiş Milletlerin (BM'nin) gündemine taşımıştır. Ancak Kıbrıslı Türkler enosise itiraz etmiştir. Türklere göre, enosis olması hâlinde, kendi güvenlikleri tehlikeye girebilirdi. Bu sebeple Türk Hükümeti, 1954-1956 yılları arasında Kıbrıs'taki sömürge statüsünün devamını, bu olmazsa adanın Türkiye'ye iadesini savundu. 1956'da ise Türk Hükümeti, resmî siyaset olarak taksim tezini benimsedi. Bazı araştırmacılar, Türk Hükümeti'ni Kıbrıs'ın taksimini istemeye teşvik edenin İngiliz Hükümeti olduğunu iddia etmektedirler. Bu çalışmada söz konusu iddialar ışığında taksimin bir İngiliz siyaseti olup olmadığı tartışılacaktır.
Cypriot community in the years of 1943-1946 were handled. Its aim is to demonstrate the role played by the ATMCI in the process of rendering Turkish Cypriots an intellectual, developed and conscious society. Greek Cypriots, who had become more prosperous than Turks thanks to the British tolerance, found the opportunity to raise their enosis (union with Greece) demands. On the other hand, Turkish Cypriots regarded union with Greece as a threat to their future and fate. They began to oppose the enosis, while they made efforts for gaining their social rights. Thus, they started to establish their own organizations. One purpose of these organizations was to stand up to the idea of union with Greece, while another one was to appeal to the British rule for the Turkish Cypriots' communal rights. The ATMCI, which was emerged in 1943, was a part of this organization process. The Association played a significant role in the economic and cultural development of the Turkish Cypriot community.
