The study assessed the impact of Information Communication Technology (ICT) on the administration of public records in public institutions with the Bolgatanga Municipal Assembly as a case study. The researchers adopted both quantitative and qualitative research approaches. The data was gathered using a self-administered questionnaire as all the respondents are literates. The purposive sampling technique was used to select a sample size of forty-eight (48) staff of the Assembly. Simple descriptive statistics such as frequency tables and charts were employed in presenting the results after using Microsoft Excel to analyse the data. The research revealed that the type of ICT facilities being used by staff of the Assembly included computers, internet, telephones and fax machines. Majority of the respondents mentioned that staff usage of ICT facilities depended on whether they are ICT literates or not. Other factors mentioned were the availability of certain ICT facilities and knolwdege of their existence as a trigger to their usage. Finally, the results confirmed that indeed the use of ICT facilities had a positive impact on the administration of public records in the Bolgatanga Municipal Assembly. The benefits derived by the Assembly included; increased productivity, security of public records, personal development and easy communication among staff of the Assembly and between the Assembly and other organisations or individuals.
The study sought to examine how public tertiary educational institutions in Ghana can make use of organizational learning in order to improve upon their performance. Although organizational learning has proven to be beneficial to some organizations, it is not being utilized by public tertiary educational institutions in Ghana. The phenomenological research methodology was used to describe the experiences of the researcher in relation to the subject. Secondary data was also reviewed and analysed. The study concluded that for public tertiary educational institutions in Ghana to benefit from organizational learning, they must fully embrace Information Communication Technology while appointing leaders who understand the need to adopt organizational learning as a means of encouraging teamwork.
This study sought to find out the extent of employee engagement in the public sector in Ghana using the Upper East Regional Health Directorate as a case study. The survey method was employed in the study. Close-ended and Likert-Scaled questionnaires were administered to participants to generate the data. Descriptive statistics were used to analyze the demographic data while the Relative Importance Index (RII) was used to analyze the scaled responses using the equation: RII= Σ???? / (???? × ????). The figures obtained confirmed the positive relationship between employee engagement and organizational performance. The good performance of the Upper East Regional Health Directorate was found to be influenced by the effective engagement of the staff.
This research paper sought to review the way and manner the conversion of polytechnics in Ghana to technical universities were done to ascertain whether the process conformed to standard best practice. The inequality in terms of placement of polytechnic graduates in the public sector as compared to the traditional university graduates, lack of direct academic progression for polytechnic graduates with Higher National Diploma, low enrollment and the departure of experienced staff from the polytechnics to the traditional universities due to poor conditions of service leaving the polytechnics with less staff compelled the government to initiate the reform. Institutional reform has been a long-standing practice in the educational sector; however, the implementation of new policies remains a challenge to many public institutions in Ghana. The one-size-fits-all approach to managing change must give way to a multi-faceted approach that takes into consideration the diversity of the various stakeholders affected by the change. The adoption of an appropriate change model and proper engagement of stakeholders as well as handling the transition as a project rather than treating it like the usual work of the ministry of education would have eased the tension and agitations which characterized the conversion process. Despite the conversion period spanning almost four years, the stakeholders are yet to reap the full benefits of the reform.
There is no doubt that economic activities are fast depleting the global stock of natural resources while causing harm to the environment. In the mist of this melee, Corporate Social Responsibility (CSR) emerges as a panacea to holding businesses accountable for the impact of their activities on the environment and also requires that they share their profits with stakeholders. This paper adds to the call for global legislation on CSR to serve as a filter on the short to long-term impact of the activities of businesses on the environment. It is expected that this filter will invariably influence the strategies organizations use to achieve their objectives. The study applied the phenomenological descriptive and interpretive research strategy by reviewing books, journals and media publications on the negative impact of business activities on the environment and analyzing them qualitatively. The findings support an integrated global approach to CSR which requires global legislation and enforcement by a world body such as the United Nations. It is expected that this approach will protect countries with weak corporate governance whose public officials are not usually able to resist the enticements that multinational companies offer them in order to escape liability for infractions on regulations.
