Cet article a pour objet de fournir une synthèse sur l’évolution de la politique de l’Union européenne dans le domaine des armes de destruction massive (ADM) afin de déterminer si la réforme institutionnelle post 2009 a amélioré la capacité de l’Union à conduire des politiques de nonprolifération des ADM. Tout d’abord, nous montrons comment l’action de l’Union européenne dans ce domaine a pris une importance grandissante au cours des dernières décennies et, en particulier, dans la période postérieure à l’adoption, en 2003, de la stratégie de l’Union européenne contre la prolifération des armes de destruction massive. Ensuite, nous montrons que les politiques de l’Union européenne n’ont pas subi de changement radical à la suite des réformes institutionnelles. La synthèse expose également que l’Union européenne est toujours à court d’idées pour lancer de nouvelles initiatives de grande ampleur dans ce domaine et s’est principalement entendu pour préserver plutôt que pour modifier le calendrier général des discussions sur la nonprolifération.
