This study aims to evaluate Turkey's Balkan policy with respect to its impact on Turkey-EU relations in a neo-realist perspective. The main argument of this article is that Turkey's multilateral and peace keeping policies, which help to avoid balancing and power contest by the major global actors, have a positive impact on Turkey-EU relations.
Bu makale temelde Avrupa'nın enerji alanındaki durumunu uluslararası yapının sistemsel etkileri üzerinden incelemektedir. Analiz düzeyinde tercih edilen neorealist yaklaşım gereği özellikle Avrupa Birliği'ne yön veren büyük devletlerin politikaları kapsam içine alınmıştır. Uluslararası sistemin etkisi gereği -ABD, Rusya ve Çin gibi-diğer büyük güçlerin enerji alanındaki politikalarının Avrupa'nın enerji güvenliğine yaptığı etkiler de yine çalışma kapsamında değerlendirilmiştir. Bu çerçeveden bakıldığında uluslararası sistemin tek kutuplu yapısının Avrupalı büyük devletlerin dış politikalarını ve enerji politikalarını Soğuk Savaş'ın sonundan bu yana etkilemekte olduğu ve tek kutupluluğun sorgulanması ile paralel bir şekilde enerji politikalarında da belirgin değişiklikler olduğu gözlemlenmektedir. Enerjinin giderek önem kazandığı bir uluslararası sistemde enerji kaynakları ile Avrupa'nın ortasında yer alan Türkiye'nin rolü de güncel tartışmalar arasındadır. Sonuç olarak bu çalışma, dünya siyasetinde daha etkin olmak isteyen AB'nin büyük üyeleri için enerji güvenliğinin çok kritik bir konu olduğunu ve Avrupa ile potansiyel enerji sağlayıcıları arasında bulunan Türkiye'nin de Avrupa ülkelerinin enerji güvenliğini sağlamada stratejik bir rol üstlendiğini ileri sürmektedir.
This study mainly aims at evaluating the perception of academic staff in Marmara University on Turkey-EU relations. The instrument of the survey is a multi-dimensional questionnaire conducted among the academics' in Turkey about the perception towards the EU. The findings of the survey are evaluated with reference to current debates in Turkey-EU relations. Based on Turkey's application in 1959, the relations have always been a turbulent process, which is currently in a stalemate despite the beginning of accession negotiations in 2005. Throughout this prolonged period, surveys on public perception -despite at varying degrees-confirmed the positive inclination towards the EU membership. This study contributes to the literature on public perception towards the EU in Turkey by targeting academics, who are supposed to have higher social influence. Moreover, the findings of this survey may contribute to future studies on the perception of the EU in Turkey as far as the attendance of academics from a variety of scientific areas in Marmara University is considered. Despite all problems in Turkey-EU relations, with reference to the findings of Marmara University survey, this study argues that academics are still positive about Turkey's accession to the EU.
