Se estudian las relaciones entre ciudad y campo y su impacto en los paisajes en dos localidades periféricas de Xalapa, Veracruz: Chavarrillo y Tlalnelhuayocan. En el siglo XX, los habitantes de localidades rurales, sobre todo de la periferia de ciudades importantes, complementaban los ingresos del campo diversificando sus actividades, fenómeno que se reforzó en los ochenta y noventa con la crisis del sector agropecuario. Se observa que la pluriactividad y las relaciones con la ciudad adoptan formas distintas y las consecuencias en los paisajes varían en relación con las características naturales, socioeconómicas y culturales de cada localidad.
Resumen:Entre 1982 y el año 2000 el Estado mexicano estableció un importante dispositivo institucional que incluyó la elaboración de leyes y la creación de dependencias gubernamentales con la finalidad de proteger el medio ambiente y fomentar el desarrollo local y regional. El Estado adquirió así un papel relevante en el establecimiento de una nueva gobernanza con relación al uso de los recursos naturales, pero ¿cuál ha sido el papel que las poblaciones locales han jugado en la construcción de la actual gobernanza ambiental?, ¿y cuáles han sido los mecanismos utilizados para impugnar o aprovechar la normatividad ambiental estatal? Este artículo busca responder a estas preguntas a partir de tres estudios de caso realizados en un área natural protegida al sur de México, con la intención de develar cómo en la práctica se adoptan, reformulan, o evaden las políticas de conservación. En México la propiedad social de la tierra enfrenta fuertes desafíos tanto por la precarización sostenida de las actividades agropecuarias derivada de la globalización neoliberal, como por su incorporación desde 1992 a un mercado de tierras que propicia procesos de privatización, particularmente en contextos de rururbanización. Este artículo examina cómo se enfrentan tales retos desde espacios agrícolas fragilizados y en estrecha vecindad con ciudades medias que no forman parte de corredores industriales, de circuitos turísticos relevantes, ni de áreas emergentes de agricultura comercial. La pregunta principal que nos planteamos es si en estos contextos económicamente desventajosos en términos de acumulación capitalista la propiedad social de la tierra enfrenta mayores riesgos o si, por el contrario, dicha situación provee oportunidades para conservar la tierra, aun cuando ésta no se destine de manera prioritaria a la producción agropecuaria.
Durante el siglo XX y lo que va del actual siglo, en América Latina han ocurrido diversos e importantes cambios con relación a la propiedad de la tierra. Dichos cambios están asociados con la implementación de reformas agrarias de distinto carácter y alcances muy diferentes (México, Perú, Nicaragua, Honduras y Ecuador). Asimismo, con procesos de colonización promovidos o no por el Estado (México, Guatemala, Colombia y Ecuador); y, más recientemente, con programas de certificación parcelaria y apertura o ampliación del mercado de tierras (Guatemala, Perú, México, Nicaragua, Honduras). Estas transformaciones en la propiedad de la tierra han estado ligadas tambien a la creación de nuevas categorías socio-identitarias (ejidatarios, comunidades negras, colonos), o a nuevas modalidades de clasificación de la población (comunidades indígenas renombradas como comunidades campesinas), que han derivado en el surgimiento de nuevas comunidades políticas y en una permanente pero diversa interlocución con el Estado. Los cambios en la propiedad de la tierra también han estado vinculados a importantes transformaciones territoriales, derivadas de la redistribución de tierras, la ampliación de fronteras agrícolas, el desplazamiento de unos propietarios por otros vía el mercado de tierras y, en las últimas tres décadas, por la expansión constante de una agricultura extractivista que contribuye a generar numerosos desequilibrios regionales junto con ocasionar estragos socioambientales. A partir de discusiones generales sobre estas problemáticas, llevadas a cabo en un seminario organizado en noviembre de 2019 en la ciudad de México como parte de las actividades del grupo de trabajo “Recomposiciones territoriales, entre procesos identitarios y dinámicas normativas”, del Laboratorio Mixto Internacional Movilidades, Gobernanza y Recursos en la Cuenca Mesoamericana (http://meso.hypotheses.org), nos propusimos dar cuenta cómo se “localizan” varios de esos procesos. Con base en una convocatoria que elaboramos a principios de 2020, logramos reunir un conjunto de textos escritos por investigadoras/es con diferentes formaciones disciplinarias (historia, antropología, geografía), quienes analizan las dimensiones políticas, económicas, territoriales y culturales de la propiedad agraria. Reflexionan en especial sobre tres procesos relevantes en la historia agraria de América Latina, que se relacionan con las dinámicas y realidades del mundo rural actual: las transformaciones en la propiedad de la tierra, las políticas de colonización emprendidas por algunos gobiernos en diferentes momentos del siglo XX y los efectos en la actividad agrícola del paradigma neoliberal de desarrollo. Los artículos reunidos enfocan su atención en dos países vecinos –México y Guatemala– que comparten varias problemáticas similares, pero tienen una historia agraria y política muy distinta. El conjunto de artículos permite abordar la historia agraria de estos países desde varios enfoques complementarios. Por lo que se refiere a la propiedad de la tierra, W. A. González y C. Ventura indagan en la interacción entre Estado y comunidades indígenas a partir de estudios de caso en Guatemala (departamento de Baja Verapaz) y México (estado de Michoacán). Ambos estudios aluden al hecho de que las comunidades son arenas políticas en las que se confrontan distintos proyectos de comunidad, elaborados tanto desde su interior como desde el Estado. Estos proyectos diversos han tenido como referente importante la concepción sobre la propiedad de la tierra, en una lucha constante entre lo colectivo y lo privado que transcurre cuando menos desde el siglo XIX hasta la actualidad. Los dos trabajos subrayan el papel de la propiedad agraria tanto en la formación del Estado como en las diversas maneras de imaginar a la comunidad. Por otra parte, las pugnas en torno a la propiedad de la tierra han incorporado en las últimas décadas la reivindicación al territorio y la identidad étnica, demandas políticas que se ha empleado para poner en cuestión modalidades excluyentes de propiedad de la tierra, así como para enfrentar las amenazas de la expansión de un modelo neoliberal de utilización de los recursos de tipo extractivista. Otra cuestión relacionada con la propiedad de la tierra, y que es un punto de referencia central en casi todos los artículos sobre México, es la de las transformaciones en la propiedad social (ejidos y comunidades agrarias) resultantes de los cambios al Artículo 27 de la Constitución mexicana que entraron en vigor en enero de 1992, y que derivaron en la creación de una nueva Ley Agraria y un programa de certificación parcelaria (PROCEDE) que el gobierno mexicano puso en marcha en 1993 y concluyó en 2006. México no ha sido el único país de América Latina en el que en los años 90 del siglo XX se echó a andar un programa de certificación y titulación agraria, pero ahí tuvo un impacto particular debido a la importancia política, ideológica y socioeconómica de un reparto agrario resultante de la Revolución Mexicana de 1910, el cual perduró por más de 75 años (1915-1992), transformando profundamente el régimen de propiedad agraria, la organización territorial y las vidas de los campesinos dotados con tierras, como lo muestra V. Thiébaut, mediante el estudio y análisis de varios expedientes de ejidos del estado de Veracruz (oriente del país). Pese a algunos importantes tropiezos, como el que se explica en el artículo de F. Velázquez para el occidente de México, y a innumerables retrasos en las dotaciones ejidales, de los cuales trata el artículo de R. Torras, el reparto agrario tuvo como consecuencia que para 1992 la propiedad social de la tierra abarcara un poco más del 50% de la superficie total del país. El otorgamiento de certificados agrarios, la legalización de la venta de parcelas ejidales y la posibilidad de optar por el régimen de propiedad privada en vez del ejidal, que introdujo la Ley Agraria de 1992, derivaron en la creación de un mercado de tierras de propiedad social que ha profundizado las desigualdades al interior de los ejidos y ha debilitado la institución ejidal, tal como es analizado por E. Léonard y M. Mitaut en su estudio de caso en el estado de Tlaxcala, en el Altiplano central. En México, en la segunda mitad del siglo XX hubo otro proceso importante relacionado con la propiedad de la tierra: la colonización de la selva tropical al sureste del país mediante la dotación de tierras ejidales. En el mismo tiempo, el gobierno guatemalteco también promovió un proceso de colonización en el Petén, zona fronteriza con México. En un interesante ejercicio de análisis comparativo, R. Torras estudia ambos procesos con el objetivo de entender las estrategias de territorialización desplegadas por ambos Estados en un afán de integración nacional de estos espacios fronterizos y aseguramiento de sus soberanías nacionales. En los dos casos hubo una concepción estatal de la selva como un espacio vacío, lleno de riquezas naturales, que serviría para desahogar la presión agraria en otras regiones de cada uno de los países, una idea que cambiaría a partir de la década de 1990 y la entrada en escena de los discursos ambientalistas. El tercer asunto que se aborda en este número temático de HAAL refiere a las contrastantes consecuencias de la implantación del modelo neoliberal en la agricultura y la propiedad de la tierra. Por un lado, E. Velázquez y P. López, con un estudio de caso en un espacio rururbano del centro del estado de Veracruz, muestra las consecuencias agrarias de la debacle de antiguos cultivos comerciales (café y caña de azúcar), expresada en el abandono creciente de la producción agrícola. La venta moderada de parcelas ejidales y la posibilidad de acceder a trabajos urbanos han sido dos válvulas de escape a la crisis agraria en regiones que por diversas razones no resultan particularmente atractivas para el capital agrario. Sin embargo, la escasez de opciones productivas es una amenaza permanente a la supervivencia de la propiedad social, creada originalmente para la manutención de la población campesina. Por su parte, I. Cano nos ofrece un interesante análisis comparativo sobre los efectos agrarios y sociales del anclaje de la palma de aceite en una frontera marginalizada entre la Selva Lacandona (México) y el Petén (Guatemala). Si bien en las últimas dos décadas en ambos lados de la frontera se han expandido las plantaciones de palma de aceite, la autora nos muestra la contrastante internalización de este sistema productivo en cada uno de ellos, derivada de distintos procesos de formación del Estado y de diferentes procesos histórico-culturales de implantación del capitalismo agrario. El conjunto de los trabajos permite apreciar, desde distintos enfoques, las dinámicas y cambios –antiguos y recientes– relativos a la propiedad agraria y a las poblaciones que hacen uso de la misma, tanto en México como en Guatemala. Se destaca el papel de las políticas estatales en la configuración de las distintas formaciones analizadas, pero también las acciones de los diversos grupos sociales para acoplarse, rechazar o reinterpretar tales políticas.
