El artículo analiza el modo en cómo Raúl Prebisch entendió el rol del Estado en su propuesta de desarrollo durante el período en que ejerció la Secretaría Ejecutiva de la CEPAL (1949)(1950)(1951)(1952)(1953)(1954)(1955)(1956)(1957)(1958)(1959)(1960)(1961)(1962)(1963). Al focalizar el análisis en el Estado, es posible advertir que las referencias de Prebisch hacia el mismo han ido cambiando a lo largo de su producción teórica, pudién-dose identificar un punto de inflexión en el año 1955. De esta manera, se diferencia un primer momento de invocación activa al Estado, donde predomina una concepción normativa sobre su rol para el desarrollo, y un segundo momento en el cual se hace visible una postura más crítica por parte de Prebisch res-
IntroducciónDesde mediados del siglo pasado, y particularmente a partir de la creación de la cepal, la figura de Raúl Prebisch cobró una notable relevancia en el campo de la economía del desarrollo. Sus contribuciones teóricas no sólo configuraron el esquema analítico de dicha institución, de la cual fue Secretario Ejecutivo entre los años 1949-1963, sino que dieron origen a toda una escuela de pensamiento que, complementada posteriormente por los aportes de otros reconocidos autores, 1 se dio a conocer como el estructuralismo latinoamericano.El análisis de Prebisch se orientaba a teorizar desde una perspectiva local y original (Cardoso, 1977), las dificultades por las que atravesaba América Latina para su desarrollo, y ofrecía, en consecuencia, un conjunto de propuestas basadas en la industrialización por sustitución de importaciones (isi) para transformar la estructura productiva regional y superar su condición periférica. Su impronta analítica encontró expresión, principalmente, en conceptos tales como la relación centro-periferia, los análi-sis referentes al deterioro de los términos de intercambio, la apropiación diferenciada del progreso técnico, y la afirmación de la necesidad de intervención estatal para diseñar y ejecutar una política de desarrollo que permita mejorar la inserción de las economías latinoamericanas en el capitalismo mundial.Ahora bien, a pesar de que es ampliamente reconocido que la teoría de Prebisch le asignaba al Estado un rol central para coordinar y dirigir las estrategias a implementar en el marco de la isi (Bielschowsky, 1998;Gabay, 2008; Gurrieri, 2001;Iglesias, 2006), es igualmente reconocido que el Estado, en sí mismo, no fue un objeto de estudio por parte de este autor en particular.
