Alig egy évtized telt el az első hazai „Elektronikus kormányzat” című tanfolyam óta, és nagyjából ennyi ideje beszélhetünk az elektronikus közigazgatás megjelenéséről is Magyarországon. Az eltelt időszakot vizsgálva megfigyelhető egy új interdiszciplináris tudomány – az e-közigazgatás – kialakulásának hazai folyamata, mégpedig viszonylag rövid idő alatt. Szerepe volt ebben azoknak, akik idejében felismerték a lehetőséget, és kompetitív előnyt kovácsoltak belőle. A folyamat sikeréhez hozzájárultak a különböző képző intézmények: felsőoktatási, szakképzési, felnőttképzési, civil szervezetek és kutatóműhelyek is. Ezek között is élenjáró szerepet játszott és ma is játszik a Budapesti Corvinus Egyetem és az E-government Alapítvány. Számos előadással, publikációval, könyv kiadásával járult hozzá a téma ismertté válásához, ha úgy tetszik, népszerűsítéséhez. A tanulmány célja áttekinteni az e-közigazgatás kialakulásának előzményeit, az e-közigazgatási képzések rövid múltra visszatekintő hazai történetét, majd a jelenlegi hazai képzések palettáját, valamint az e-közigazgatási tartalmak megjelenését a felsőoktatásban, a továbbképzésekben és a felnőttképzésben.
Because of the characteristics of state administration, the qualifying processes for the public service are necessarily complex. The state administrative activity is not based on a well-definable profession but on a number of different professions, and it is nevertheless an activity in possession of state power on the one hand and it is public service on the other. A basic requirement towards all civil servants is that they correspond to this twofold role of state authority and public service and consequently they have to learn and apply in practice the skills and procedures. The development of human resources in the state administration field can be achieved by a moduled further education system that runs constantly along the civil servant's career. Relating ideas such as alterations in in-training systems, its aims, its thematization and application and the future possibilities and direction of development are also dealt with in the study.
This study aims to provide a theoretical analysis of the applicability of competency-based Human Resource Management (HRM) approaches in the civil service with a view to enhancing and embedding the development of HRM in national systems, such as in the Hungarian civil service, where, despite its growing popularity, it has not been adequately addressed so far. It is our intention to focus on several interrelated aspects of the issue, analysing its components and indicating directions for improvement. Exploring the reasons behind the lack of progress in this area, the study highlights aspects such as the misunderstandings resulting from the differences of interpretations of competency-based HRM, and of the practical implications of the measurability of competencies. It also presents the special features of practices employed in the United States, where the interpretation of competencies is based on the unified personality of the employee, who is ready to develop new competencies that meet the requirements of employers and the changing work environment. It seems important to bring the approaches of the training institutions into line with those of the public institutions, even if compromises are unavoidable.
