Este trabajo estudia de manera exploratoria la cooperación recibida por el MERCOSUR de la Unión Europea y del Fondo Internacional de Desarrollo Agrícola en cuatro ejes: dimensión parlamentaria, agenda de educación superior, política de ciencia y tecnología y agenda para la agricultura familiar. Se argumenta aquí que la cooperación internacional al desarrollo coloca incentivos a un conjunto de actores (nacionales y regionales, gubernamentales y no gubernamentales) para el desarrollo de capacidades institucionales y de incidencia para presionar sobre la agenda política regional e incorporar nuevas iniciativas de políticas en áreas no contempladas y/o no reguladas por el MERCOSUR.
Las Relaciones Internacionales se han construido a sí mismas como disciplina a partir de una narrativa occidental estándar, cuyos elementos moldean hasta la actualidad tanto los debates teóricos como la producción y circulación de conocimiento. Por un lado, remiten a su nacimiento en 1919, su carácter universal, la organización de las discusiones teóricas en torno a cuatro grandes debates y el fin de las grandes teorías. Por otro lado, postulan un sistema internacional conformado por estados soberanos, caracterizado por su condición anárquica y cuyas premisas son el alejamiento de la esfera internacional tanto de la política doméstica como del mundo social. Si bien este relato ha sido contestado y criticado desde la literatura, continúa siendo dominante. En ese escenario, este artículo busca organizar las discusiones teóricas de las últimas décadas en torno a los cuestionamientos de los mitos fundadores de la disciplina. A través de una metodología cualitativa, la primera sección recorre los elementos centrales de la narrativa occidental de la disciplina, sus definiciones epistemológicas y las consecuencias metodológicas (qué se debe estudiar y cómo se debe hacerlo). Con el objetivo de enfrentar las limitaciones descriptas, la segunda sección presenta dos propuestas teóricas que buscan subsanar las deficiencias o limitaciones de ese relato: las ideas de Relaciones Internacionales Globales y Multiplicidad. Estos aportes se esfuerzan en ensanchar el campo de estudio y han suscitado nuevos debates teóricos relevantes. Finalmente, la tercera sección problematiza una cuestión vinculada al tema que se considera insuficientemente abordada: el rol de la comunidad académica en la construcción, utilización y reproducción de la narrativa estándar y sus implicancias en el sostenimiento de las estructuras de poder internacionales. De igual manera, se señala que, si bien los aportes de Acharya y Rosenberg son valiosos, no profundizan en las relaciones de poder intrínsecas a la producción, validación y visibilización del conocimiento. La principal motivación que guía este artículo es, entonces, contribuir a descentralizar las Relaciones Internacionales y aportar nuevas preguntas relevantes para enriquecer el actual proceso de autorreflexión disciplinar.
Los 30 años del MERCOSUR constituyen un hito simbólico que abre la posibilidad de repensar el presente y el futuro de la integración regional en el Cono Sur a la luz de las experiencias y recorridos atravesados. En este artículo nos proponemos indagar en ocho puntos que constituyen la columna vertebral del proceso. Son elementos que se vienen prefigurando desde el inicio mismo de los acercamientos que dieron origen al MERCOSUR, pero que hoy asumen una relevancia diferente. Además, la dinámica que adquieran en los próximos años le darán una forma particular al futuro de una región tensionada por proyectos en pugna. Anclados en la concepción de la integración regional como política pública y en la noción de las políticas públicas regionales como estructurante para comprender las iniciativas en el marco del MERCOSUR, exploramos las disyuntivas actuales de cara a la construcción del proceso a mediano y largo plazo.
