Various United Nations organizations and representatives have released declarations about the deterioration of the Venezuelan and Nicaraguan situations since 2017. The United Nations Security Council, the General‐Secretary, and the Office of the High Commissioner for Human Rights have been particularly active on these issues. The positions of the selected institutions and their representatives were diverse, and sometimes contradictory, and the polarized contexts in which such declarations have been made emphasized diversity. Based on a sociological approach of international organizations, this article demonstrates that the United Nations as an actor is not a coherent and unique entity. To understand the difficulties the organization faces in dealing with the Venezuelan and Nicaraguan crises, it seems indispensable to go beyond the traditional dichotomy between states and institutions, and power politics. Indeed, institutions are plural—the United Nations through states is conservative and cautious, whereas the United Nations through the individuals and staff is more assertive and critical of the Venezuelan and Nicaraguan governments.
The Venezuelan participation in the United Nations Security Council (UNSC) in 2015 and 2016 was expected to be a challenge for the institution, as the Maduro government adopted controversial positions at the General Assembly (UNGA). However, Venezuela contestation line did not appear clearly at the UNSC. Drawing upon an in-depth qualitative study, Erving Goffman's work, and literature on contestation in international organisations (IOs), we interpret this apparent inconsistency from the concept of interaction order. We argue that the UNGA and the UNSC each constitutes a specific interaction order that influences the way contestation practices are channelled. The contestation practices Venezuelan representatives set up at the UNGA hardly work during the UNSC official sessions, where they adapt their practices to its interaction order. Venezuelan representatives also use informal and backstage actions to express their dissent, without avoiding being called into order. Venezuela's moderation at the UNSC results from an invisibilisation of contestation by interaction practices.
al margen de los debates académicos recientes sobre cómo el populismo influye en la política exterior de los estados. Para avanzar el diálogo en la materia, proponemos la hibridación de la experiencia latinoamericana con publicaciones extraregionales sobre la materia. De este proceso resulta una hoja de ruta para estudiar la política exterior populista desde América Latina que comprende cuatro ejes de análisis: (a) la reproducción de la dicotomía nosotros/ ellos en la política global, asociada con diferentes ideologías, (b) el uso de discursos críticos hacia el escenario mundial, (c) la centralización de la toma de decisiones en política exterior en torno al líder y (d) los condicionamientos que impone la posición de los países latinoamericanos en el sistema mundial como restricción fundamental a las aspiraciones al cambio de las políticas exteriores populistas.
Résumé L’émergence économique de la Chine sur la scène mondiale est l’une des principales tendances de ce début de siècle. Ce géant asiatique apparaît alors comme un nouveau partenaire inédit pour l’Amérique latine avec les États-Unis et l’Union européenne. Lors de la naissance de la République populaire de Chine en 1959, quelques pays latino-américains parmi lesquels le Chili, prirent contact avec le nouveau régime afin d’établir des relations diplomatiques. Mais les pressions nord-américaines dans le contexte de la Guerre froide empêchèrent ces premiers efforts, hormis dans le cas particulier du Cuba castriste. La relation entre la Chine et le Chili mérite cependant une attention particulière en raison de sa continuation temporelle et ce malgré les changements internes chiliens. C’est pourquoi il semble intéressant de se pencher un peu plus longuement sur la place de la République populaire de Chine dans la politique extérieure chilienne contemporaine afin d’observer si celle-ci correspond avec les objectifs chiliens en fonction des changements de régimes qu’a connus ce pays depuis 1970. L’étude se base surtout sur des articles académiques des pays concernés, et suit un plan chronologique au fil des événements politiques chiliens.
Los artículos presentados en este número de Foro Internacional se inscriben en el contexto de un renovado interés académico por el “Sur”, o “los Sures”, luego de una década de reactivación de loslazos entre los Estados y las organizaciones regionales que componen el mundo en desarrollo. Los foros multilaterales no han escapado a este dinamismo, si bien han llamado menos la atención delos investigadores que los vínculos bilaterales e interregionales Sur-Sur. Recientemente han surgido diversas iniciativas que buscan compensar este desequilibrio. Tal es el caso del Grupo de Investigación sobre la Acción Multilateral (gram), formado bajo la égida de la Asociación Francesa de Ciencia Política (afsp, siglas en francés) durante el periodo 2012-2015. Uno de los ejes de trabajo del gram se debe precisamente al interés de promover una aproximaciónmultidisciplinaria a la acción de los Estados del Sur.1 El Sur se trata en una perspectiva deliberadamente amplia, que reivindica la pluralidad de las definiciones y de las identidades de sus miembros, al igual que sus prácticas diplomáticas y los desafíos que enfrentan.
