The period after the Second World War was a golden age for library buildings in Germany -especially when investment in higher education was increased in the 'Bildungsexpansion'. Typical examples of new and reconstructed buildings are checked against modern demands, based on a survey of the German university buildings in 2008. The paper gives an overview of the development of library architecture in Germany. It is a first case study for future evaluation activities in this field as well.

Zusammenfassung: Durch die Informationsmacht der Suchmaschinen ist im Zeitalter des Internet das Wissen in Gefahr kommerzialisiert zu werden. Informationelle Souveränität zu besitzen ist aber schon seit dem Altertum auch von politischer Bedeutung. Die Infrastruktur für die wissenschaftliche Information in Deutschland ist durch das System der überregionalen Sammelschwerpunkte geprägt, die gewährleisten, dass auch spezielle Forschungsliteratur zur Verfügung steht. Die Deutsche Forschungsgemeinschaft hat damit begonnen, dieses System der digitalen Publikationswelt anzupassen und Sondersammelgebiete in Fachinformationsdienste umzuwandeln, die leistungsfähige Informationsservices für spezielle Fachcommunities bieten sollen. Allerdings erweisen sich Vorgaben wie die Reduktion der Erwerbung auf den aktuellen Bedarf und der Wegfall ganzer Sammelgebiete im Rahmen einer reinen Projektförderung als Gefährdung der Informationsinfrastruktur: tausende von Zeitschriften und Büchern müssen abbestellt werden oder können nicht mehr gekauft werden. Breiter angelegte Planungen und neue Finanzierungsmodelle in Zusammenarbeit von Bund und Ländern sind erforderlich, um zu zukunftsweisenden Strukturen zu kommen, mit denen an die bisherigen Erfolge angeknüpft werden kann. Abstract: The information power of search engine providers is commercializing knowledge more and more. But informational sovereignty has also political impact since the antiquity. The German system of national special collection libraries guarantees access to specialised research literature, The German Research Society (Deutsche Forschungsgemeinschaft) has begun the redesign of the existing system to adapt it to the digital revolution. Subject information services will now provide the information for special research communities. However, guidelines like the reduction of the collections to the material of immediate interest and the closing of special collections during the process of evaluation endanger the information infrastructure; thousands of journals have to be cancelled and thousands of specialized titles will no longer be purchased. Planning on a broader horizon and a financial cooperation of the federal government and state governments are both essential in developing an information infrastructure for the future that can match the success of the traditional system. Es ist beglückend, Hans Joachim Kuhlmann zum 90. Geburtstag gratulieren zu können. Der am 08 10. 1919 in Neukalen geborene Mecklenburger (wobei jeder wissen sollte, dass Mecklenburg mit langem e auszusprechen ist) erfreut weiter mit jugendlichem Charme und hoher geistiger Präsenz. Seine beruflichen Verdienste in der praktischen Bibliotheksarbeit, vor allem in Essen, sind ebenso unvergessen, wie seine Verbandsarbeit an führender Position in Nordrhein-Westfalen und beim Deutschen Bibliotheksverband, in den Personalverbänden und der -damals noch -BDB. Er hatte oft mehrere Hüte auf, die es ihm aber -eingeleitet mit der stehenden Redewendung "In meiner Eigenschaft als …" -immer wieder ermöglichten, gute Kompromisse sozusagen mit der eigenen Person zu finden und dann mit den anderen gemeinsam umzusetzen. Er war in vielen Gremien oft der Älteste und doch beim Angehen diffiziler Verbandsprobleme wie bei der Gestaltung großer Umwälzungen immer einer der Jungen, der neue Aufgaben wie die Wiedervereinigung beherzt und stets überlegt anging. Er hat dafür gesorgt, dass es in den bibliothekarischen Verbänden Innovation, aber keine Generationenkonflikte gab. ZusammenfassungDer Beitrag zeigt wie das traditionelle Wechselspiel von Kommodifizierung und Dekommodifizierung wissenschaftlicher Publikationen zwischen Verlagen und Bibliotheken im analogen Zeitalter im Zuge der Digitalisierung sich verändert hat. Der Versuch der Open-Access-Bewegung, Auswüchse der Kommodifizierung zu begrenzen, wurde trotz des erfolgreichen Aufbaus einer weltweiten Open-Access-Infrastruktur durch die Kommerzialisierung auch des Open-Access-Publizierens insbesondere durch internationale Großverlage unterlaufen. Um das für die digitale Transformation der wissenschaftlichen Forschung unverzichtbare Open-Access-Publizieren zu sichern, wird von Konsortien der wissenschaftlichen Community wie SCOAP und DEAL sowie finanzierenden Institutionen wie JISC versucht, mit neuen Finanzierungsmodellen angemessene Kostenstrukturen auch für das Open-Access-Publizieren bei kommerziellen Verlagen zu erreichen. Dabei könnte sich die Umstellung auf den Goldenen Weg des Open-Access-Publizierens als Chance der Verlage erweisen, die Existenz von Publikationsbörsen wie Sci-Hub oder Library Genesis erfolgreich zu eliminieren.
