1N THE TIME allotted for this presentation no exhaustive treatment of the topic is possible, so it shall be the purpose of the speaker to raise certain questions related thereto which may merit our consideration and which may serve as a basis for later discussion. The December 1951 issue of the Association BULLETIN featured a symposium on &dquo;Organizing the Junior High School.&dquo; Although this was written largely by California administrators, inclusion of the study of trends in junior high school practices in twenty-four states by A. H. Lauchner broadens its ccope considerably. May we assume that you have done your homework and are familiar with this publication and that in this symposium we have a common platform from which to proceed?To us, who are so immersed in the operation of junior high schools, discussions of whether or not they are meeting the needs for which they were originally intended seem quite academic. We shall assume then that we recognize that the junior high school has made a great contribution to the education of adolescents, that we have a common understanding of its objectives, organization, and administration, and that the statements made here are for the purpose of extending and clarifying our thinking regarding this institution to which we all subscribe. Pertinent questions raised for your consideration and discussion follow.
59and explicit specifications mean nothing unless they are followed. They will undoubtedly contain many items that are included as the result of past experience on the part of the architect. These items are the ones that materially affect the maintenance qualities of the building. Full-time, competent, supervision is the only way to be sure that the contract drawings are being followed.Present-day economics make it imperative that our thinking and research about school buildings result in a sane, sound, and sensible economy and not merely be examples of poor planning, shoddy construction, and mediocre design. Cheapness, never yet, has made for economy in anything and, least of all, in the construction field. Let us hope that this period of high costs will result in functional planning with complete elimination of waste and a type of school architecture that will be a real contribution not only to the present, but to the future as well.
