This paper analyzes the effects of financial and nonfinancial obstacles to innovation on Uruguayan firms. We contribute to the literature by including the role of systemic and institutional factors affecting the different stages of the innovation process. The empirical analysis is based on four waves of national innovation surveys covering firms in the industry and services sector. In line with recent studies, we confine our analysis to the relevant sample of potentially innovative firms. Our results show that market, financial, knowledge, and context obstacles are the most important factors reducing innovation propensity and the amount invested in innovation activities. The effects are similar for firms in the industry and services sectors. We do not find evidence that institutional factors hamper innovation. Investment in equipment and investment in R&D and other intangible activities are affected differently by obstacles. On the other hand, innovation outcomes are affected mainly by financial and marketrelated barriers. We do not find evidence that obstacles to innovation have a significant impact on labor productivity.
ResumenEl objetivo de esta investigación es evaluar los impactos de los instrumentos de promoción de la innovación orientada al sector productivo implementados por la Agencia Nacional de Investigación e Innovación. Se aplicó una combinación de técnicas no experimentales para cuantificar los efectos en tres características de las empresas: utilización de recursos propios para la innovación, resultados en actividades de innovación y desempeño económico. Los resultados muestran evidencia de apalancamiento o crowding-in de las empresas a los fondos públicos recibidos. Además, se encuentra que la participación en estos instrumentos es significativa para mejorar la conducta innovadora de estas firmas, en cuanto a la introducción de nuevos productos y procesos. AbstractThe goal of this paper is to evaluate the impact of the innovation promotion programs carried by the National Research and Innovation Agency (ANII). A combination of non-experimental methods was used to quantify the effects of public support to innovation in three dimensions of the firms' behavior: innovation investment, innovation results and economic performance. The results show evidence of crowding-in of public support to innovation. Also, beneficiaries of the programs show larger probability of successfully introducing new products and processes. We do not find impact in the economic performance indicators of the firms.
La presente crónica trata de reflejar la producción normativa y la aprobación de instrumentos de carácter ambiental en la Comunidad Autónoma de la Región de Murcia durante este segundo semestre de 2019. Como bien sabe el lector que nos sigue, se trata esta de una labor no siempre fácil de acometer cuando lo que impera, a lo largo del marco temporal examinado, es una absoluta falta de actividad ambiental por parte de nuestros poderes públicos. Aun así, hemos de advertir a nuestro fiel lector que las cuestiones que se abordan en esta ocasión le resultarán conocidas, pues se trata, al fin y al cabo, de la triste continuación, -esperemos que no el trágico final-, del centro neurálgico de nuestras últimas crónicas.Como es fácil imaginar, retomamos aquí el tema del Mar Menor1. Una vieja tonada que nos acompaña desde tiempo atrás y para la que cada vez traemos peor escenario. La razón bien podría ser la apuntada por Álvarez Carreño, cuando señala que "durante un dilatado periodo de tiempo, la política ambiental de la CARM ha venido minusvalorando los riesgos para la salud de las poblaciones y para la protección y conservación del medio ambiente que generan las presiones y los impactos causado por determinadas actividades"2. La total desatención de una realidad tan flagrante como era el deterioro implacable del Mar Menor, ha dado pie a que el tono con el que se ha ido
