This article explores the feasibility of setting up a shop-floor social dialogue mechanism in Turkey based on the synthesis of EU Directive (2002/14/EC), the German works council model and various dimensions of Turkish labour law and practice. Evaluating the outputs of the questionnaire conducted between the years 2015-2016 and addressed to selected samples of representatives of labour unions and employers’ organizations as well as to officials of the Turkish Ministry of Labour and Social Security, the article proposes two alternatives for a dual-channel representation system: namely, the establishment of works councils to co-exist with unions and the election of employee representatives. Since the majority of Turkey’s workplaces are currently unrepresented by unions, it is assumed that either option may serve the objectives of adapting Turkish labour relations to international standards and locating representative industrial democracy at the core of work life.
Çocukluk dönemi geleceğin vatandaşlarının kimliklerini edindikleri en önemli zaman dilimi içerisinde yer alır. Bu nedenle çocuklar, iktidarın elinde tuttuğu mekanizmalar aracılığı ile ideolojik aktarımlara maruz kalır. İktidar başta eğitim olmak üzere basın yayın, medya, tarih, edebiyat, sanat, kültür aktiviteleri gibi pek çok alanda kendi ideolojik aktarımını gerçekleştirip bu alanları yeniden şekillendirir. Çocuk edebiyatı da bu pratiğin dışında değildir. İktidarın ortak yaşam alanlarını dönüştürme çabası kent imgelerinin oluşumunda da etkisini gösterir. Bu süreçte ise yerel yönetim mekanizmalarının ilgili aktarım kanallarını nasıl kullandığı ve nasıl bir kent imgesi yarattıkları önem taşır. Bu çerçevede çocuklar için basılan ayrı bir yayın alanının var olması çocukların dünyasında oluşması hedeflenen İstanbul imgesini analiz etmek açısından oldukça kolaylaştırıcıdır. İstanbul Büyükşehir Belediyesi (İBB) Kültür A.Ş de özellikle 2000 sonrasında çocuklara yönelik olarak İstanbul’u anlatan pek çok kitap basmıştır. Bu çerçevede bu çalışma kapsamında söz konusu dönem içerisinde ulaşılabilen kitaplardaki İstanbul imgesi öne çıkan ana temalar, kullanılan sembolik öğeler, arka plandaki resimler, hâkim bir söylemin var olup olmadığı çerçevesinde değerlendirilecektir. İlgili kaynaklar türlerine göre başlıklandırılırken ana tartışma ekseninin geleneksellik vs. modernlik, saflık vs. bozulmamışlık, kır vs. kent ayrımları ekseninde gelişmiş olduğunu belirtmek gerekir.
Covid 19 pandemisi tüm dünyada gündelik yaşama dair pek çok deneyimin değişmesini beraberinde getirmiştir. Uyulması beklenen sağlık kuralları, artan önlemler ve kısıtlamalar kişilerin özel alanda daha çok zaman geçirmesine yol açmış ve bu durum cinsiyetler arası iş bölümünde değişim yaşanmasına neden olmuştur. Pandemi süreci aynı zamanda ekonomi ve istihdam koşullarına da yansımış ve pandemiden etkilenen sektörler içerisindeki toplumsal cinsiyet dağılımı ve eşitsizliği süreçle birlikte daha da derinleşmiştir. Bu çerçevede bu yazının amacı pandemi sürecinin kadın emeğini ekonomik alan ve özel alanda nasıl etkilediğini ortaya koymaktır. Bunu yaparken pandeminin ilk döneminde yayımlanan raporlar ve araştırmalardaki veriler dikkate alınarak Türkiye’deki durum hakkında öne çıkan öğelere yer verilmiştir. Pandeminin olumsuz etkisinin giderilmesi için ise iş ve aile yaşamını uzlaştıran politikalar başta olmak üzere cinsiyet eşitliğinin kamu ve özel sektör nezdinde nasıl sağlanabileceği değerlendirilmiştir.
Gençlikten yetişkinliğe geçiş aşamasında olan bireylerin oluşturduğu genç yetişkinler, genellikle işgücüne yeni katılmış ya da katılmak üzere olduklarından birtakım sorunlarla karşılaşırlar. Bu sorunlar cinsiyet bazında incelendiğinde, kadınların bu süreçte daha fazla güçlükle karşılaştığı görülür. Genç yetişkin kadınlar, öncelikle kadın işgücünün karşılaştığı hane içi sorumluluklar nedeniyle kadın istihdamının ikincil olarak görülmesi problemiyle yüzleşmektedir. Bu durumun da etkisiyle, doğurganlık çağında olan genç yetişkin kadınların sıklıkla çocuk sahibi olma ile işgücünde bulunma arasında tercih yapmaları gerekmektedir. Türkiye’de kadın işgücüne ait problemler ve genç işgücünün karşılaştıkları problemlerin kronikleşerek ileri yaş gruplarına yansıması, işgücünde genç yetişkin kadınların ayrı bir grup olarak incelenmesini önemli hale getirmektedir. Türkiye’de, 25-34 yaş grubundaki genç yetişkin kadınlara ilk kez yönelerek, bu grubun işgücü durumunu makro açıdan araştırmayı amaçlayan çalışma, konuya ilişkin bir durum tespiti yapmayı ve politika önerilerinde bulunmayı hedeflemektedir. Türkiye’de genç yetişkin kadınlarda işgücüne katılım ve istihdam oranları erkeklere göre daha düşük, işsizlik oranı ise daha yüksektir. Yarı-zamanlı çalışanlar içinde, özellikle 30-34 yaş grubunda, kadınların oranı erkeklere göre çok daha yüksek olup; aradaki fark giderek artmaktadır. İstihdamın sektörel dağılımı, genç yetişkin kadınların oldukça büyük bir kısmının hizmetler sektöründe istihdam edildiğini; eğitim düzeyinin incelenmesi ise işgücünde aktif genç yetişkin kadınların yarısından fazlasının yükseköğretim mezunu olduğunu göstermektedir. Dolayısıyla, genç yetişkin kadınların erkeklere kıyasla daha nitelikli olduğu sonucuna ulaşılmıştır. Çalışma ile son olarak, genç yetişkin kadınlara yönelik bakım yükünü azaltarak işgücüne katılımı arttırmayı ve işsizliği azaltmayı hedefleyen çeşitli politikalar önerilmiştir.
In developing countries, the economic potential of women has long been under-utilized as a means of lifting households and communities out of poverty. In this respect, microcredit schemes offer an innovative form of social welfare, widely accessible to women. This study examines one such program from the Turkish context: the Maya Enterprise for Micro Finance, a conditional credit opportunity for women to start and/or develop their own businesses, granted by the Foundation for the Support of Women’s Work (KEDV). Our study aimed to explore the impact of KEDV's credit transfer scheme on the lives of users, especially in terms of the psychological and economic empowerment of women. Deploying a mixed methods research strategy, we administered and analyzed quantitative surveys (n=336) in order to determine the perceptions, thoughts, insights and reactions of KEDV program users, also conducting qualitative interviews with 21 participants. Our findings indicate that the program was influential in empowering women by increasing their self-confidence and changing their relationship with other people in the household.
