[Doctoral Thesis -Applied Human Nutrition Program -University of São Paulo].This study examines life quality at work in 27 organizations awarded the National Prize for Quality of Life by ABQV (Associação Brasileira da Qualidade de Vida, the Brazilian Quality of Life Association) over the period from 1996 to 2007. The main target was to analyze the instruments used for the evaluation, as well as the results of actions adopted by the quality of life programs. A field study with a quantitative-descriptive research was carried out in two phases. Complementarily, a multiple case study was carried out to analyze the Body Mass Index (BMI) of the employees. It was concluded that quality of working life actions, when analyzed according to the theoretical bio-psycho-social (BPSO-96) model, approached mainly the biological (56%), psychological (25%), social (12%) and organizational (7%) aspects. Among all informed actions, feeding and nutrition was the most extensively carried out (85.2%), making information available and creating conditions for an adequate diet such as disease prevention and health promotion. The results for BMI analysis indicated that more than half the employees were overweight. Most of quality of working life programs (88%), were evaluated using specific instruments such as indicators of the health status and stress of the employees and generic instruments for evaluating Quality of Life and Life Style. Concerning productivity, 26% of the organizations provided information about turnover and 37% provided information about absenteeism. When correlating the data with the date of the program implementation, it was concluded that 72% of the organizations showed a lower turnover after the program implementation and 40% showed a lower absenteeism. At the end of the work, a model for integrated evaluation of quality of working life was presented.
ResumoOs Programas de Qualidade de Vida no Trabalho têm recebido crescente destaque no mundo corporativo, quer pelos novos desafios de gestão de pessoas, quer pelas crescentes demandas de qualidade e excelência, inclusive no âmbito do cuidado ao empregado. Consciente dessa importância foi desenvolvido detalhado estudo sobre o tema, utilizando como universo de pesquisa 27 organizações contempladas com o Prêmio Nacional de Qualidade de Vida concedido pela Associação Brasileira de Qualidade de Vida (ABQV), no período de 10 anos. A ênfase do estudo foi mapear e analisar instrumentos e resultados das ações dos programas de qualidade de vida. Utilizou-se o método de estudo de campo, com realização de coleta de dados do tipo quantitativa-descritiva em duas etapas. Dentre os resultados encontrados destacam--se: a) 88% das empresas utilizam instrumentos específicos (em lugar de genéricos) de avaliação. Os indicadores desses instrumentos são: status de saúde dos funcionários e estresse; b) 26% organizações disponibilizaram informações sobre o turnover e 37% utilizam registros de absenteísmo que são associados à produtividade da empresa; d) dados sobre correlação entre a data de implantação dos programas, demonstraram que 72% das organizações tiveram diminuição do índice de turnover no período posterior à implantação do programa e 40% tiveram diminuição do índice de absenteísmo. A partir da constatação da ausência de um modelo de avaliação integrada, apresenta-se como contribuição, um efetivo modelo de avaliação dos programas de qualidade de vida no trabalho das empresas, com elementos relativos aos níveis pessoais e organizacionais. Purpose – The paper aims to identify the prevailing values of the public sector in Brazil, based on the tri-axial model. The study proposes to capture the dynamics between different values axes of Brazilian public sector as well as to detect cultural differences between genders, level of commitment, and nature of work. An additional contribution is expected in understanding Brazilian values at public sector as a necessary approach to obtain a new order of public administration based on efficiency. Design/methodology/approach – The paper opted for an exploratory study developed within the scope of a larger study aiming to understand the meaning of values in different cultures with an exclusive focus on the public sectors. Using a pre-validated questionnaire, 137 respondents, who work on Brazilian public sector, participated in the survey. A frequency analysis was conducted for various demographic variables. Descriptive statistics were used to understand the profile of the respondents in Brazil's survey. We have used the criteria recommended to all countries that participated in the study. Findings – This empirical work demonstrate that the methodology based on the tri-axial model was able to capture the dynamics between different values axes of Brazilian public sector as well as to detect cultural differences between genders, level of commitment and nature of work. The dominant values perceived in almost every analysis, belong to pragmatic-economic axis such as professionalism, teamwork, adventure, knowledge, and challenge. This strong orientation to pragmatism is consistent with the needs of the Brazilian public sector to have a more entrepreneurial vision and focus on optimization the use of the financial resources. Research limitations/implications – Because of the chosen sample approach, the research results may lack generalizability. Practical implications – The paper includes implications for a management based on values as a model to obtain efficiency at public sector in Brazil Originality/value – This research is part of an international project interesting in investigating values within different countries and cultures. It provides data from a country that belongs to an emergent group of world economy such as BRICs and has different scenery compared to traditional actors of global business.
