Abstract. The modern theory of constitutional economy returns to the ideas of the founders of ordoliberalism, marks the function of the state as an institutional mechanism to promote and protect competition. The role of the state is the system subject of a pro-competitive order. The article analyzes the patterns of spontaneous transformation of government involvement in the market economy in the procompetitive order Institute as a condition of sustainable development of the economy based on knowledge. The research results are useful in the development of the theory of regulation of market processes and the formation of a strategic state policy in the field of economic regulation, in particular for Russia.
The macroeconomic system based on cognitive capital determines a new need for a qualitatively new state regulation of the national economy. Ignoring this need will make it impossible to achieve leadership positions on the world market for the Russian economy. The goal of the research is to develop mechanisms for the formation of Russia's pro-competitive policy in the context of the need for structural reform of the economy -a transition to a knowledge-based economy. Without an institution of state paternalism, the mechanism of production of cognitive capital, the current economic system will move towards a knowledge-based economy in the most profitable sectors, i.e. There will be a reproduction of the raw material economy of Russia, but at a higher technological level. The protection of a competitive market mechanism will not lead to a knowledge-based economy in all sectors. The change in the character of capitalist relations is inevitable and theoretically justified in the work of various researchers.State management of innovation development of the economy will make it possible to carry out a structural transition, otherwise the self-reproduction of the existing system will take place at a new level. The strategy of the scientific and technological revolution of the Russian Federation should be based on a strong theoretical foundation to ensure a transition to sustainable development in the new conditions -the conditions for the formation of a subsystem of the knowledge economy.
The article describes the methodology and technique for conducting a narrative interview, as well as its analysis. The narrative interview method is presented from the perspective of a broader narrative approach based on communicative forms of storytelling. In the range of concepts of the narrative approach, the author considers the event, their selection, sequence, segmentation, linearization, coherence, the instance of the narrator, the double time perspective of the narrating I and the narrated I. The methodology of narrative interviewing by F. Schutze is presented, as well as his concept of analyzing the transcript of a narrative interview. G. Rosenthal's approach to the analysis of narrative interviews, as well as the basic principles of thematic or meaningful analysis of narratives are described.
