The sustainable development of a region is understood by authors as stability of dynamic type which is realized only at quite certain ratios of the parameters characterizing the state of social and economic system in economics, ecology and social sphere. Such development of regions is ensured by the achievement of social and economic stability, systematic development of productive forces and public relations, providing conditions for material welfare, spiritual development, social self-realization of a person, preservation and rational use of environment. Therefore the identification of threats and development of measures for ensuring social and economic stability is the vital task and its solution is in the sphere of public administration. The article presents the comparative analysis of methodical approaches to the assessment of public administration efficiency, conducted by Russian and foreign researchers. The special attention is paid to the measurement of this indicator by international organizations. The authors draw a conclusion about the absence of ecological component in the considered techniques which is one of the basic elements of sustainable development and, consequently, of effective territorial administration.
