El presente trabajo desarrolla tres argumentos para explicar los actuales niveles de violencia que vivimos en México: 1) la existencia de formas de violencia que han existido de tiempo atrás, sin vínculos con las actividades de grupos de delincuencia organizada, toleradas e incluso ignoradas, cuyos efectos, sumados a otros factores coyunturales, han contribuido al actual escalamiento de la violencia; 2) el debilitamiento y la descomposición de las instituciones de seguridad y procuración de justicia; 3) la insuficiencia de las políticas sociales y económicas para reducir las desigualdades y promover la inclusión de amplios sectores, así como una mayor y mejor articulación e integración de estas políticas en torno a fines comunes con las políticas de seguridad.Palabras clave: violencia, homicidios, delincuencia, políticas de seguridad, desigualdad, injusticia Violence of Today, Violence of All TimeThis article develops three arguments to explain the high levels of violence we experience today in Mexico: 1) the prevalence of types of violence that have existed from long time ago, not related with organized crime groups, but tolerated and even ignored, in combination with other factors, they have fueled the current levels of violence; 2) the weakness and decomposition of the police and justice institutions, and 3) the inadequacy of social and economic policies to reduce inequality and to promote the inclusion of large sectors of population, and a larger and better integration of those policies with the security ones to define their common goals.Keywords: violence, homicide, delinquency, security policies, inequality, injustice p. 11: Elementos del Ejército vigilan a dos presuntos gatilleros detenidos después de un enfrentamiento en una casa de seguridad en Guamúchil, Sinaloa. This paper describes research conducted into the commercial sexual exploitation of children in Mexico. It describes the economic circumstances that give rise to the phenomenon and provides an estimation of the numbers of children in seven cities in Mexico. The nature and methods of the exploiters are described and recommendations are made for improvements in law, practice, and procedure to tackle the problem.
ResumenEl articulo aborda de manera sintética 10s resultados de un estudio comparativo emprendido entre hombres y mujeres sentenciados por homicidio en la Ciudad de México, enfocando particularmente la situación de las mujeres.El estudio incluyó la revisión de 400 expedientes de hombres sentenciados por homic i d i~, que representan al 43 por ciento de 10s convictos por este delito en la ciudad de México. Nuestra muestra comprendió también a las 50 mujeres sentenciadas por homicidio en esta ciudad. Ademk de haber tenido acceso a 10s expedientes, se realizaron entrevistas en profundidad con todas las mujeres con el fin de realizar una reconstrucción de sus historias de vida. Nos interesaba conocer 10s tipos de homicidio más frecuentemente cometidos por varones y contrastarlos con aquellos que encontramos entre las mujeres. También nos interesaba conocer si existian diferencias en el modo como la justicia trata a ambos. En 10s dos casos encontramos información relevante que no habia sido tratada por otros estudios en México, como es el hecho de que las mujeres tengan una sentencia un 25 por ciento m k prolongada que 10s varones por el mismo delito en la ciudad de México.Palabras clave: mujeres, sentencias, homicidio, historias de vida. Abstract. Women convictedfor homicide in Mexico CityThe article provides a brief summary of the results of a comparative study between men and women serving time for homicide in Mexico City, with a particular focus on women inmates.The study included a review of the records of 400 men convicted of homicide, with was 43 per cent of those serving time in Mexico City prisons for such crime. Our sample also comprised the 50 women prisoners in Mexico City convicted of homicide. We enjoyed full access to files regarding the prisoners and conducted in-depth interviews with all of the women in an effort to reconstruct their life stories. We undertook this review in an effort to record the types of homicide most frequently commited by men and contrast those with trends among the women prisoners. We also hoped to determine whether differences existed in the way the system of justice dealt with men and women. In both cases we uncovered relevant information that had not been dealt with in previous mexican studies, such as the fact that in homicide cases women draw a sentence that is 25 per cent longer than that of their male counterparts in Mexico City.
