The article is devoted to the identification and systematization of theoretical and methodological approaches to the formation of the concept ‘smart region’ in Russia and abroad. The objects of the research are the processes of the sustainable spatial development of a region as a geographically-localized ecosystem of the digital economy. The subject of the research is the organizational, economic and managerial relations that arise in the process of formation and institutionalization of the concept ‘smart region’ in the management of sustainable spatial development. The authors have found that the concept ‘smart region’ is an evolutionary idea. Its main content is the creation and development of the region as competitive in the national and global aspects economic system and safe and comfortable for a person socio-territorial community, determined by a set of economic, social and environmental factors based on the implementation of modern information and communications and other technologies.
Purpose: The regions of the country have different levels of Information technology development, so an important step in the implementation of the informational support policy is the assessment of the region's readiness for the transition to the digital economy. In accordance with the digitization program, an important factor is also the study of the first results of the strategy for correcting plans for further digital development. Methodology: The main methods of research in the course of conducting the given research include: analysis, description, monitoring, comparison, economic analysis, and statistical-economic method. Result: The concept of “digital economy” was considered, the characteristics of digitization within the Belgorod region were characterized, the main directions of digitization of the region and the region’s readiness to transition to a digital economy were identified. Applications: This research can be used for the universities, teachers, and students. Novelty/Originality: In this research, the model of The Development of the Digital Economy in the Belgorod Region is presented in a comprehensive and complete manner.
The relevance of the study is due to the active spread of the concept of smart specialization as a comprehensive territorial and sectoral approach to the development of territories not only in the EU but also in other countries, as well as the emergence of new directions and modifications. The article analyzes the ten-year evolution of the concept of smart specialization from a predominantly sectoral approach to a comprehensive balanced territorial-sectoral approach to determining the priorities for the development of regions based on unique competitive advantages based on entrepreneurial search in the context of interregional and macroregional interaction. The possibilities and prospects of using a smart specialization in the implementation of regional development policies of developing countries for the formation of innovative and technological industrial models of development and integration into global value chains have been evaluated. It has been established that at present the concept of smart specialization continues to develop and should consider such modern trends as technological connectivity of industries, digitalization, and convergence of technologies, blurring and increasing transparency of regional and state borders, glocalization, the development of interrelated processes of "competition", "co-evolution", and "co-specialization" of territories.
The relevance of the study is determined by the fact that the processes of reproduction of human capital with the most recent quality characteristics, skills, and competencies are actively evolving in the context of the digital transformation of the economy. The goal of the article is to study transformation processes and to identify the main characteristics of the reproduction of human capital in the context of digital and technological transformation. The empirical base of the study is represented by the data from the Federal State Statistics Service of the Russian Federation, as well as from reports and statistical books of the National Research University Higher School of Economics on the development of human capital and digital economy in Russia. The methodological basis of the study includes a systemic and holistic approach, retrospective, evolutionary, monographic, and comparative logical analysis, content analysis of scientific literature and empirical sources, as well as methods of generalization and systematization. The stages of the evolution of human capital have been identified and described in the course of the study; a model of the evolution of the human capital structure in the digital economy has been formed, including its traditional and new characteristics; the physical, intellectual, socioindustrial, and digital (technological) components of the reproduction of human capital in the Russian Federation and the Central Federal District have been analyzed. The conclusion has been drawn of the need to transform the mechanisms of the reproduction of human capital for the formation of new digital and technological competencies and for overcoming the divergence of technogenesis and anthropogenesis.
