RESUMO -Este estudo analisou os fatores que contribuem para a relação de confiança no Programa de Fomento Florestal de indústria de celulose e produtores rurais fomentados em Minas Gerais. Foram aplicados 141 questionários a produtores rurais fomentados, em 32 municípios de sete microrregiões mineiras. A amostragem foi aleatória estratificada, sendo os critérios: a) Produtor Fomentado com Contrato Finalizado (PFCF) composto por produtores que possuíam pelo menos um contrato encerrado com a indústria de celulose; e b) Produtor Fomentado com Contrato em Andamento (PFCA) composto por produtores que não haviam finalizado nenhum contrato de fomento com a indústria de celulose. Os produtores fomentados realizam contrato de fomento florestal para apenas a primeira rotação. Assim, legalmente possuem a obrigatoriedade de entrega de 97% da madeira do primeiro ciclo da floresta. Entretanto, referente ao segundo ciclo não contratado da floresta, 18% dos produtores fomentados disseram ter interesse na comercialização dessa madeira com a empresa, indiferente de variações em preços de produtos concorrentes, como o carvão vegetal. Acredita-se que, não havendo oscilações significativas nesses mercados concorrentes, 50% dos fomentados devem comercializar o segundo corte com a empresa fomentadora. Atualmente, em 98,4% dos contratos realizados com produtores rurais fomentados há cumprimento de ambas as partes nos acordos firmados. A confiança e confiabilidade no relacionamento entre indústria de celulose e fomentados foram confirmadas, mas existem alguns fatores que contribuem para a possível desconfiança no fomento florestal, como: o sistema de medida da madeira, o custo de transporte e a ausência de política de preços que favorecem o entendimento dos produtores fomentados.Palavras-chave: Fomento florestal, confiança e indústria de celulose. STUDY OF TRUST RELATIONSHIPS IN PRIVATE WOODLOT PRODUCTION FOR A CELLULOSE INDUSTRY FROM THE POINT OF VIEW OF RURAL PRODUCERS
Com as mudanças climáticas ocorridas nas últimas décadas e com longos períodos de estiagem, as chances de ocorrências de fogo com maior frequência e intensidade, aumentam e, sem o devido controle, acabam ocasionando grandes incêndios florestais. Como consequência, pode haver elevados prejuízos ao meio ambiente e à sociedade. Sabendo da importância das estatísticas sobre incêndios florestais, objetivou-se nesta pesquisa, analisar dados estatísticos publicados pela Food and Agriculture Organizacion of the United Nations – FAO, sobre as principais causas, ocorrências e áreas queimadas nas Américas do Norte, Central, Sul e Região do Caribe, no período de 1990 a 2004. Os dados foram tabulados de diferentes maneiras, a fim de produzir uma estatística única, de acordo com a série temporal proposta. Os países da América Central e Caribe são os que menos apresentaram dados disponíveis enquanto que, os Estados Unidos é o que apresenta maior base de dados estatísticos. Os resultados mostraram que a América do Sul tem as maiores médias, em comparação com as demais regiões, os Estados Unidos têm o maior quantitativo de ocorrências, existe forte influência de fenômenos como El Ninõ e que as atividades humanas foram responsáveis pela grande maioria das ocorrências de incêndios florestais.Palavras-chave: proteção florestal, fogo, estiagem. TEMPORAL ANALYSIS OF THE OCCURRENCE OF FOREST FIRES IN THE AMERICAS AND THE CARIBBEAN REGION ABSTRACT:With the climatic changes that occurred in the last decades and with long periods of drought, the chances of occurrences of fire with more frequency and intensity, increase and, without proper control, end up causing forest fires. As a consequence, there can be great damage to the environment and to society. The objective of this research was to analyze statistical data published by the Food and Agriculture Organization of the United Nations (FAO) on the main causes, occurrences and areas burned in North, Central, South and Central America of the Caribbean, from 1990 to 2004. Data were tabulated in different ways to produce a single statistic, according to the proposed time series. Central American and Caribbean countries are the least likely to have available data, while the United States has the largest statistical data base. The results showed that South America has the highest averages compared to the other regions, the United States has the highest number of occurrences, there is a strong influence of phenomena such as El Nino and that human activities were responsible for the great majority of forest fires.Keywords: forest protection, fire, drought.
A precariedade dos planos de combate aos incêndios florestais, torna o fogo a principal ameaça às Unidades de Conservação. Os Registros de Ocorrência de Incêndios (ROIs) são estratégias para aumentar a eficiência no enfrentamento aos incêndios. Assim, com a presente pesquisa objetivou-se analisar a eficiência de combate aos incêndios florestais em Unidades de Conservação brasileiras. Foram utilizados os ROIs do Sistema Nacional de Informações sobre Fogo referentes ao intervalo de 2010 a 2020. Foram avaliados o número de ROIs completos e incompletos, tipos de detecção, quantidade de área queimada, tempo de detecção, de ataque e de combate. Os resultados evidenciaram que apenas 52,33% dos ROIs estavam completos e que 2019 foi o ano com mais ROIs completos. Os pontos de observação e a ronda foram os principais métodos de detecção. As unidades de conservação brasileiras sofreram com a destruição de 31.918.617,41 hectares no período analisado, que significa índice de severidade extremo. Conclui-se que as unidades de conservação brasileiras apresentam baixa eficiência de combate aos incêndios florestais, principalmente de ataque inicial e combate, sendo necessário melhorar a eficiência da detecção e combate, infraestrutura, realizar treinamentos e conscientização sobre a importância dos ROIs. Firefighting efficiency in Brazilian Protected Areas ABSTRACT: The precariousness of plans to combat forest fires, makes fire the main threat to Protected areas. Fire Occurrence Records (ROIs) are strategies to increase efficiency in fighting fires. Thus, we aimed analyze the efficiency of fighting forest fires in Brazilian Protected Areas. ROIs by National Fire Information System for the period 2010 to 2020 were used. The number of complete and incomplete ROIs, types of detection, amount of area burned, time of detection, attack and combat were evaluated. The results showed that only 52.33% of the ROIs were complete and that 2019 was the year with the most complete ROIs. Observation points and patrol were the main detection methods. Brazilian protected areas suffered from the destruction of 31,918,617.41 hectares in the analyzed period, which means an extreme severity index. It is concluded that Brazilian protected areas have low efficiency in combating forest fires, mainly in initial attack and combat, and it is necessary to improve the efficiency of detection and combat, infrastructure, conduct training and awareness about the importance of ROIs. Questões econômicas e culturais, fazem com que grande parte dos combates aos incêndios florestais no Brasil ainda sejam baseados na aplicação da água como único recurso. Porém, a escassez desse recurso nas proximidades das ocorrências aliada à problemática dos períodos de estiagem e mudanças climáticas, torna necessário o uso estratégico desse recurso. Desse modo, com o presente estudo, objetivou-se a realização da análise do efeito de diferentes volumes de água no combate aos incêndios em florestas de produção. O experimento foi realizado em plantios de eucalipto com 7 anos de idade, em uma propriedade rural no município de São José do Calçado, sul do estado do Espírito Santo. O material combustível utilizado foi serapilheira seca depositada no solo de forma natural, constituída de folhas secas e galhos de até 5 cm de diâmetro. A área experimental foi composta por 18 parcelas, com dimensões de 1 m x 3 m. Foram utilizados diferentes volumes de água por metro quadrado em cada tratamento, 0,5L; 1L; 1,5L; 2L; 2,5L e testemunha sem água. Antes de iniciar o processo de ignição, aplicaram-se os devidos tratamentos de forma homogênea no espaço de 1 m2 designado para aplicação. No total, foram cinco tratamentos com três repetições cada e um tratamento testemunha, sem adição de água. No estudo foram avaliados, a altura de chamas, a velocidade do vento, tempo e intensidade de queima. A eficiência da água foi comprovada em todos os volumes testados, apresentando aumento no tempo de queima e reduções na altura das chamas e na intensidade de queima relativamente significativos. O tratamento 4 foi o mais adequado e indicado, sendo o mais viável ambientalmente e economicamente. Existe uma relação diretamente proporcional entre a altura das chamas e a intensidade de queima e inversamente proporcional entre os volumes de água aplicados e a altura de chama e intensidade de queima.
