In high-speed communication networks, the determination of a transmission rate using a congestion control scheme is critical for the stability of a closed-loop network system. A new ratebased congestion control scheme is proposed which employs an exponential weighted moving average algorithm. This scheme can be used to develop an efficient feedback control mechanism for congestion avoidance in high speed communication networks. The newly posited scheme ensures not only the stability of switch buffers but also higher link utilisation of the whole network system.
