Forestry, as a large industry, has significant impacts on the quality of nature-based tourism landscapes in boreal forests. In Finland, the rapid growth of nature-based tourism has expanded outdoor recreation activities from protected areas into timber production forests; this is particularly so in northern Finland. This paper focuses on assessing balanced local net impacts of three alternative land-use scenarios, in which the level of integration between nature-based tourism (NBT) and traditional forestry is varied. The study is located in northern Finland in the area between two top-rated tourist resorts, Ylläs and Levi. The results of the case study support the idea of an eligible integration between NBT and forestry, which takes into account scenic qualities of forested landscapes by restricting traditional management practices. In our case, the increased number of tourists (due to a more attractive forest environment) offset the losses accrued in forestry (due to restricted forest management).
Tutkimuksessa selvitettiin metsään ja luontoon perustuvien pääelinkeinojen -porotalous, Metsä-hallituksen metsätalous, yksityinen metsätalous, Metsähallituksen luontopalvelut, puutuotteiden jalostus ja matkailu -aiheuttamia tulo-ja työllisyysvaikutuksia Inarissa. Päätoimialojen ja kotitalouksien keskinäiset riippuvuudet ja kerrannaisvaikutukset arvioitiin paikallistalouteen sovitetun panos-tuotosanalyysin avulla.Matkailun välittömät vaikutukset alueen tuloihin olivat 56 milj. euroa (19,8 %) ja työllisyyteen 526 työvuotta (20,0 %). Metsäsektorin toimialojen tulo-osuus oli yhteensä 5,0 % ja työllisyysosuus 5,3 %. Porotalouden osuudet olivat vastaavasti 1,4 % ja 8,3 % ja Metsähallituksen luontopalveluiden 1,1 % ja 1,4 %. Suurimmat suhteelliset kerrannaisvaikutukset olivat puutuotteiden jalostuksella. Sen tuotosyksikön kokonaisvaikutukset Inarin paikallistalouden tulojen muodostukseen olivat lähes 2,3-kertaiset.Metsähallituksen hakkuiden supistaminen 150 000 m 3 :stä 70 000 m 3 :iin vähentäisi paikallistalouden tuloja noin 9 milj. eurolla ja työllisyyttä 84 työvuoden verran. Porotalouden tuotannon puolittuminen pienentäisi tuloja kaikkiaan 3,8 milj. euroa ja työllisyyttä 119 työvuotta. Samansuuruiset tulomuutokset aiheutuisivat, jos matkailun kysyntä supistuisi 3,5-8,5 %.Paikallistalouden ja -yhteisön näkökulmasta elinkeinojen sopuisa rinnakkaiselo on kannatettava tavoite.
