La atomización de instituciones, la complejidad de los sistemas de búsqueda, la movilidad de los funcionarios en organismos nacionales e internacionales son algunos de los factores que dificultan su puesta en marcha. El esfuerzo actual debe aprovechar los aprendizajes llevados hasta la fecha y ser capaz de responder a los nuevos retos y las nuevas miradas que están siendo implementadas por los países. Se dejan esbozadas algunas ideas sobre este nuevo rumbo para la creación de un Observatorio Iberoamericano de Cultura. The creation of an Ibero-American Cultural Observatory is a goal that has been pursued for some time, but the expected results have not yet been achieved. The fragmentation of institutions, the complexity of search systems and the mobility of staff in national and international organisations are some of the factors that have impeded its creation. Present efforts should leverage the lessons acquired to date and be aimed at responding to new challenges and the new approaches that countries are implementing. Here, an outline is given of some ideas on this new direction for the creation of an Ibero-American Observatory of Culture. Combinamos geografía urbana, matemáticas de sistemas dinámicos, sistemas de información geográfica (SIG) y ciencias computacionales para diseñar una metodología de modelado de carácter general fundamentada en Autómatas Celulares en Cascada, que permite construir modelos específicos de la expansión de ciudades mexicanas. Sometemos nuestra metodología a una triple prueba empírica en ciudades con características contrastantes. Los modelos consideran restricciones a la expansión urbana (vialidades, parques, etc.). Utilizamos indicadores de bondad de ajuste global y local entre imágenes, articulados en un filtro en cascada, lo que reduce el procesamiento computacional. Los modelos mostraron ajustes alentadores. Ilustramos cómo nuestro método puede impulsar el codiseño de políticas urbanas.
Este trabajo analiza a la influencia de la distribución de los servicios públicos (i.e. educativos, de acceso a la información y recreativos) en los centros educativos medidos a través del rendimiento académico de los alumnos de educación pública básica del municipio de Ocoyoacac (2012-2013). Se propone un modelode evaluación geográfica de los centros educativos. Se busca describir la distribución espacial de los centros educativos desde una perspectiva de justicia espacial, cuestionando si el espacio es creador o sustento de desigualdad justainjusta del acceso a la educación y el impacto en la calidad con la que se distribuye.
