AbstractLa eficiencia del gasto público constituye un elemento fundamental para alcanzar los objetivos de desarrollo económico y social de los países. Este estudio tiene como objetivo analizar los niveles y tendencias del gasto público en los sectores de educación y salud de Nicaragua. De igual forma, este documento da una primera aproximación para evaluar la eficiencia de dicho gasto en relación al desempeño de los principales indicadores de resultados en ambos sectores. El estudio contribuye a la literatura existente al utilizar una nueva base de datos que le permite explorar un enfoque territorial, documentando las disparidades de gasto y resultados sectoriales a nivel nacional y entre las distintas unidades político-administrativas (departamentos) para el periodo 2003-2013. Con base en lo anterior, se identificaron algunos espacios de mejora y se presentan algunas recomendaciones de política a nivel territorial. Dada la limitada información disponible en los países centroamericanos, este análisis se enmarca dentro de un esfuerzo regional de sistematización y homologación de los datos de gasto público e indicadores de insumo y resultados en estos dos sectores.
La pandemia del Covid-19 inició una escalada inflacionaria global que el conflicto entre Rusia y Ucrania ha exacerbado, presionando al alza los precios internacionales de los insumos energéticos y de alimentos básicos de los que los países de Centroamérica, Panamá, República Dominicana (CAPARD), México y Haití dependen. Este escenario representa un riesgo para la seguridad alimentaria de la región. En 2022 se espera que el porcentaje de hogares con ingreso inferior al costo de la canasta básica alimentaria se incremente en más de 5 puntos porcentuales con respecto a 2019, afectando desproporcionadamente a las mujeres, trabajadores informales y poblaciones rurales. Para paliar estos efectos, los gobiernos han reaccionado con medidas de política que en promedio representan un costo fiscal de 1,2% del PIB. Proyecciones recientes apuntan a un escenario global de bajo crecimiento y persistente inflación, con precios de alimentos y energía todavía por encima de niveles pre-pandemia. Ello se suma a otros riesgos que enfrenta la región, en particular la vulnerabilidad a los desastres naturales y los efectos del cambio climático. Para enfrentar estos retos, se requieren acciones de corto y largo plazo para garantizar el acceso y el abastecimiento sostenido de alimentos de adecuada calidad. Este estudio, además de ofrecer un panorama de la seguridad alimentaria en la región, reporta las respuestas de política de los países y propone recomendaciones de corto plazo y largo plazo para gestionar una posible emergencia alimentaria y evitar crisis futuras.
