ABSTRACTAmid sporting events times of international scope, such as the World Cup soccer and the Olympics in Brazil, changes in urban settings become evident. With the dichotomy between modernity and tradition fostered by arrays of developmentalist ideology, there is a heightened spatial spread of policy interventions by government agencies where low income economic power people have been evacuated from their homes so that they can carry out the construction of large developments. The specific case studied in this research is the residents of the urban agglomeration Poço da Draga located in the vicinity of where it is being built the third largest "ocean museum" in the world, the Acquario Ceará, in Fortaleza, Brazil. With the installation of the project, there is a possibility of removing these residents where they live for over a hundred years.Realizing the urban transformations that have occurred in the area of Iracema Beach, covering the Poço da Draga, is denoted as a tourism promotion linked to development projects cause spatial impacts and, above all, in sociability among people who make up the local populations affected. Because of this, pervades this work an attempt to undertake theoretical reflections on the anthropology of scope that conveys as "development" to realize some complex of interests between the propagators of development projects and the subjects in their specific social contexts, affected by such projects. This work includes an ethnographic study based mainly on testimony of residents of the Poço da Draga.
Em sua vasta produção bibliográfica recente, o geógrafo inglês e professor emérito de antropologia social na The City University of New York (Cuny), David Harvey, amplia suas reflexões acerca da atuação do capitalismo na atualidade. Em Rebel cities: from the right to the city to the urban revolution, o autor continua sua enfática crítica ao modelo capitalista de produção e as consequências dele para a vida das pessoas. Embora ressaltando pontos de vista já enfocados em outras obras, Harvey demonstra aqui a centralidade do processo de urbanização e suas escalas para o capitalismo por meio da análi-se de diferentes períodos e espaços onde ocorreram intervenções urbanísticas. Com essa justificativa teórica alicerçada nas ideias de outros intelectuais, principalmente Henri Lefebvre, há uma explíci-ta manifestação de retomada dos centros urbanos ante o sistema do capital por meio de uma revolução popular, constituindo a formação de "cidades rebeldes".Dividido em duas seções, o livro mostra como a urbanização se tornou mais uma faceta da produção capitalista. Na primeira seção, intitulada "The right to the city", Harvey apresenta sua perspectiva analítica ao conceber suas premissas teóricas, fortalecendo proposições de cunho histórico processual. Na segunda seção, "Rebel cities", o tom do livro torna-se um manifesto motivacional para a retomada das cidades pela população oprimida pelo sistema. Vale destacar que os capítulos de ambas as seções são ensaios isolados, sendo, portanto, adaptados ao livro com algumas alterações.O elo entre as seções é a Comuna de Paris, que perpassa a obra. Harvey ressalta constantemente esse movimento social do operariado francês a fim de mostrar que ele foi central para pensar as formulações comunistas, embora tenha usado a questão urbana em Marx apenas como exemplo e não como análise principal.
