La presencia de mujeres en posiciones de liderazgo es fundamental, no solo por factores de igualdad, sino porque genera múltiples beneficios. Este inédito análisis llena un vacío de información al analizar, de forma comparable, los 4 niveles directivos más altos de las Administraciones públicas centrales en 12 sectores representativos para 15 países de la región. El análisis se complementa con variables normativas y organizacionales. El estudio evidencia que la presencia de mujeres aún es limitada en los niveles más altos de toma de decisiones de las Administraciones públicas centrales de América Latina y el Caribe y se concentra en sectores específicos. Existe una brecha entre las acciones formales y los resultados obtenidos. En la mayoría de países existen normativas, organizaciones y políticas públicas para transversalizar las políticas de género, aunque su efecto aún es incierto. La región requiere una agenda de género más ambiciosa, que pase de cumplir con la formalidad a un verdadero aprovechamiento del talento femenino de la región. El sector público podría ser el referente en cada país de lo que significa cerrar la brecha de género. Para ello es necesario acompañar metas aspiracionales con la construcción de capacidades estatales que permitan alcanzar los objetivos propuestos.

Este estudio presenta un análisis principalmente normativo desde dos perspectivas. Metodológicamente, analiza el estado actual de las funciones asignadas normativamente a los Ministerios de Hacienda en la región, mediante la revisión de los marcos legales y regulatorios. Analíticamente, propone dos modelos funcionales (uno basado en funciones “tradicionales” y otro en funciones “modernas”), utilizados para catalogar el desarrollo normativo de los ministerios y para sugerir cuáles son las brechas para pasar de un modelo de gestión tradicional a uno moderno. Cada uno de estos modelos responden a objetivos diferentes de los Ministerios de Hacienda. En el caso de aquellos con funciones tradicionales su orientación es a la administración y el control de los recursos públicos, que les permiten cumplir dichas funciones en el corto plazo, controlando estrechamente la caja fiscal, aunque con escasa capacidad de proyección multianual sobre el potencial desempeño de las finanzas públicas. En el caso de aquellos con funciones modernas, cuentan con un conjunto de funciones que les permiten una mejor planificación y proyección de las finanzas públicas, y una gestión más estratégica y de calidad del gasto público, reforzando la responsabilidad y sostenibilidad fiscal. El tránsito de los Ministerios de Hacienda a estas funciones “modernas” crean las condiciones para que los Ministerios desarrollen las capacidades necesarias para asegurar el financiamiento de los compromisos del Estado con la ciudadanía (bienes y servicios públicos) en el mediano y largo plazo, con independencia de los ciclos propios de la economía. Dada la escasez de investigación y estudios sobre el desarrollo institucional de los Ministerios de Hacienda en América Latina, y en el marco del contexto actual producto de la pandemia por COVID-19, este estudio presenta una oportunidad de análisis de entidades que juegan un rol decisivo en el manejo de la crisis y en el proceso de recuperación económica.
This technical note benchmarks Brazils Ministry of the Economy (ME) value chains and macroprocesses against relevant management models and practices used by ministries of finance, economy, or equivalent in selected Latin American and Organization for Economic Co-operation and Development (OECD) countries. This analysis, undertaken in the context of the creation of the ME by merging five former ministries, was intended to help identify gaps in current practices and propose recommendations for enhancing specific macroprocesses in Brazil. A team, including former ministers of finance and experts from these selected countries, participated in the technical analysis and discussions together with specialists from the Inter-American Development Bank. The findings show: (i) positive initial results after the merge in terms of policy coordination, coherence, and efficiency; (ii) recent policy reforms in line with OECD practices, some of which have just started to be implemented; and (iii) opportunities to continue enhancing management practices in selected macroprocesses.
The institutions and units at the Center of Government (CoG) provide managerial direction and coherence to the complex machinery of government to accelerate the delivery of its priority objectives. In recent years, economic, social, political, and technological transformations have reshaped the functions of the CoG, as well as the tools available to CoG practitioners. For example, the acceleration of multidimensional transformations and disruptions--including pandemics, climate hazards, economic crises, technological developments, and global conflicts--has enhanced the value of anticipatory governance and foresight, cross-ministerial planning and policy design, and real-time performance monitoring and intervention. This publication takes stock of these and other innovations, based on learnings from a decade of reforms, globally and in Latin America and the Caribbean. It presents both an updated conceptual understanding of the work of the CoG and a set of specific routines, instruments, and step-by-step actions that should be considered in the process of strengthening the CoG capacity. It also includes an assessment tool to guide practitioners in identifying the key CoG functions and activities most in need of development or enhancement in their specific context.
