The presented collective work, in accordance with the international classification, is a review article, the purpose of which is to consider the foreign experience of import substitution policy in the context of economic sublimation of the prospects for Russia's opposition to the Anglo-Saxon world's attempts to inhibit high-tech development and the policy of reducing the share of Russia's hydrocarbon economy, as well as in the context of the activation of centrifugal processes of a destructive nature aimed at the institutional foundations of the integrity of the Russian statehood.
