Aim of the study: The aim of the study is a determination of economic losses on agricultural lands (arable land) that have been affected by hostilities and need further measures to demine them and to make them eligible for safe food production in order to resolve acute humanitarian and food crisis. Material and methods: The generally accepted methods of scientific research are used: monographic, statistical, analytical, method of comparison, method of interpolation, forecasting, abstract-logical and engraving. Results and conclusions: Economic losses caused by hostilities on the example of the agricultural lands (arable land) in Kyivska oblast in Ukraine were calculated. The spatial aspect of administrative-territorial reform carried out in Ukraine in terms of changes to the number of administrative districts and their area is considered. It was made to be able to work with the data regarding agricultural lands collected for both new and old administrative-territorial divisions of Kyivska oblast. The approximate term of demining works on territories affected by hostilities is considered, taking into account various degree of the shelling intensity and demining works complexity. The unearned income of agricultural producers within cereals, legumes and oilseeds in Kyivska oblast were calculated. The calculations of economic losses associated with the cost of demining works and the impossibility of growing crops in Kyivska oblast were made. Results obtained for Kyivska oblast were interpolated in order to determine the approximate area of arable land affected by hostilities and therefore economic losses on these lands throughout Ukraine.
Стале землекористування є необхідним елементом забезпечення сталого розвитку сільського господарства, поліпшення екологічних, економічних та соціальних можливостей на благо теперішніх та майбутніх поколінь. В статті досліджено історичний розвиток, стан проведення оцінки земель сталих землекористувань, що слугує підвищенню ефективності прийняття рішень щодо управління землекористування. Проаналізовано понятійний апарат та інструменти оцінки сталого землекористування в процесі управління земельними ресурсами та ландшафтами на національному, субнаціональному та місцевому рівнях. Надано аналіз основних елементів та піделементів будь-якої програми сталого розвитку, незалежно від її точки відліку: країни, регіону чи громади. Запропоновано вдосконалити поняття «стале землекористування» в контексті досліджених світових тенденцій парадигми сталого розвитку територій, адаптованих до реалій України.
The normative legal acts, scientific publications and land management projects on the organization of the territory in particular of the state scientific institutions and enterprises of the National Academy of Agrarian Sciences of Ukraine (hereinafter - NAAS) are analyzed. It is established that in the current legislation there is no type of land management documentation to address the organization of land use of state institutions and enterprises of NAAS. Emphasis is placed on the need to develop an industry standard that will take into account the specifics of land use of NAAS institutions and enterprises, which include land, research fields, nurseries, valuable land for research, which must be taken into account when developing land management documentation. The definition of the term organization of the territory is offered. The design of regulatory documents (industry standard) in accordance with DSTU 1.5: 2015, which indicates the typical structural elements that need to be shown when developing the standard. The branch standard of the land management project concerning the organization of the territory of land use of the state establishments and the enterprises of NAAS is offered taking into account specific functional features of use of the agricultural lands of the state establishments and the enterprises of NAAS.
