Disasters are the litmus test of governance. The inherent complexity of disasters places government agencies and societies in vulnerable situations. This study uses the mixed-method approach to social network analysis in evaluating the network structure of the Philippine disaster management and its implications for disaster governance. A survey was conducted among the target 56 identified disaster response-related agencies and organisations from the disaster management networks of the most susceptible areas in the Philippines – Cities of Cagayan de Oro and Iligan, Province of Misamis Oriental and the overall Region 10 disaster response network, aimed at measuring the existing relationships among member agencies. Forty-four agencies and organisations were able to participate in the survey. Also, key informant interviews were conducted among the representatives of the lead agencies, non-government organisations and survivors of Typhoon Washi. The findings revealed that the mandated tall structure and the lead organisation form of network governance as stipulated in Republic Act 10121 does not work in the regional and local disaster management networks in Region 10, particularly during Typhoon Washi in 2010. At the regional level, such structure does not build interdependencies among agencies, while at the local level, disaster response operations are constrained by bureaucratic protocols making disaster management networks ineffective. At the regional level, where many agencies and organisations are involved, the existing less centralised structure of decision-making should be transformed into a highly centralised structure, while disaster operations should be improved through coordination at all levels of disaster operations and intensified collaboration with non-government agencies.
Purpose This paper aims to explore the dynamic context of the sharing economy in the transportation sector. This paper looks into the development of government regulations on the growing business of transportation network companies in Indonesia, the Philippines (represented as middle-income countries) and Taiwan (high-income country). How do government regulations and policies respond to the growing online-enabled transportation service (OETS) in Indonesia, the Philippines and Taiwan? Design/methodology/approach This study is qualitative-comparative research. Data on the transportation sector of each country have been gathered from reputable online sources. Findings Authors found evidence that the policy responses made by the Governments of Indonesia, Philippines and Taiwan to the sharing economy in the transportation sector are incremental and trial-error based policies. Research limitations This paper has not addressed the policy issues’ relationship between driver and platform companies. Practical implications The future of the relationship between sharing firms and local governments suggests that the focus should be on stronger consumer protections, deeper economic redistribution and achievement of other policy aims (Rauch and Schleicher, 2015). Originality/value This is a comparative study on different levels of economy, particularly between low- or middle-income and high-income country.
Sampai saat sekarang ini masalah pelayanan publik menjadi perhatian bersama, dibutuhkan sebuah formula dalam bentuk inovasi agar pelayanan publik menjadi lebih baik lagi. Inovasi Pelayanan publik saat ini sudah menjadi tuntutan yang harus dijalankan oleh penyedia layanan, baik itu ditataran pemerintah Pusat ataupun Pemerintah Daerah. Setiap instansi Pemerintah dituntut untuk meningkatkan pelayanan publik kepada masyarakat dalam bentuk inovasi yang ada. Budaya inovasi harus melekat kepada pemerintah yang menyelenggarakan pelayanan harus bersifat dinamis dan tetap selalu berkembang karena saat sekarang ini dengan tingkat literatur yang tinggi masyarakat telah mengerti dan paham mengenai hak dan kewajiban mereka dalam pelayanan publik. Demi meningkatkan kualitas pelayanan maka Pemerintah Kecamatan Tegalrejo Kota Yogyakarta melakukan sebuah upaya inovasi pelayanan yang diberinama Kamis-Jum’at tambah tiga jam atau dikenal dengan istilah “Kumis Mbah Tejo”. penelitian ini ingin melihat bagaimana pengimplementasian dari konsep Best practice didalam inovasi pelayanan dengan mencoba menganalisis dengan unsur-unsur dari Impact, partnership, sustainability, leadership dan transferability. Teknik pengumpulan data penulis mencoba melakukan dengan cara wawancara kepada pihak yang terkait. Untuk kesimpulan yang didapatkan dalam penelitian ini adalah inovasi pelayanan yang ada mendapatkan respon yang baik oleh masyarakat karena dampak dari inovasi ini bisa dirasakan langsung serta yang menarik adalah untuk mendapatkan kepuasan masyarakat dalam inovasi pelayanan “Kumis Mbah Tejo” ini tanpa perlu semua unsur yang menjadi landasan analisis terpenuhi dengan baik.Kata kunci: Inovasi, Pelayanan Publik, Pemeritah Kecamatan
ABSTRAKKabupaten Gunungkidul merupakan salah satu daerah yang berada dalam wilayah administratif Provinsi Daerah Istimewa Yogyakarta. Dalam hal kemiskinan Kabupaten Gunungkidul merupakan daerah termiskin diantara lima Kabupaten/Kota lainnya. Angka kemiskinan, angka buta huruf, angka perceraian, dan angka putus sekolah yang tinggi, semakin memperkukuh status Kabupaten Gunungkidul sebagai Kabupaten termiskin di DIY.Pengentasan kemiskinan di Kabupaten Gunungkidul pasca reformasi ternyata menunnjukkan hasil yang cenderung statis. Sekalipun dalam hal ini, Pemerintah Pusat, Pemerintah Provinsi DIY, maupun Pemerintah Kabupaten Gunungkidul sendiri telah melakukan berbagai upaya dalam mengentaskan kemiskinan di Kabupaten Gunungkidul. Secara umum APBD kabupaten Gunungkidul masih sangat bergantung pada sektor pertanian. Angka penduduk miskin masih tinggi, begitu juga dengan angka buta huruf yang masih menempati urutan kelima diantara Kabupaten lain yang berada dalam wilayah administratif Provinsi Daerah Istimewa Yogyakarta.Dalam upaya mengentaskan kemiskinan di Kabupaten Gunungkidul kedepannya, Pemerintah Kabupaten Gunungkidul harus segera membenahi diri dengan cara menyediakan data yang lengkap, serta konsisten dengan program pengentasan kemiskinan yang berkesinambungan dan anggaran yang pro terhadap pengentasan kemiskinan. Kreatifitas dan inovasi dalam membuat kebijakan sangat mutlak dibutuhkan, hal ini dikarenakan Kabupaten Gunungkidul terbilang memiliki potensi alam yang luar biasa.Memaksimalkan lahan yang tersedia, mengelola potensi wisata, serta meningkatkan kualitas sumber daya manusia adalah hal yang paling realistis untuk dilakukan saat ini.Mengingat, bahwa Kabupaten Gunungkidul merupakan Kabupaten terluas di DIY dengan potensi alam yang luar biasa, sudah semestinya masalah kemiskinan di Gunugkidul dapat segera diatasi.
