This article will understand the role of the village’s head during the COVID-19 pandemic in Sampang regency in 2020. This article utilizes status and role theory by Linton to elaborate role, role facilities, and role-set the village head status as an analytical tool. Then the patron-client theory by Scott is used to understand the village head’s position as the “father” of the villagers. This article uses a qualitative approach and takes a case study of ten villages in Sampang Regency, East Java Province. The data collection technique was carried out through in-depth interviews with ten village heads and secondary data from the internet, namely the Sampang local government’s official website and local news online media. This article discovers that the role of village heads during a pandemic includes: the role of shaping public opinion to be aware of the COVID-19 virus, the role of consolidation through volunteers and information centers (Call Center), and the role of facilitators in the COVID-19 social assistance program. Besides, this article finds that the patron-client relationship between the village head and residents is still strong enough that the village head as the formal leader as well as the informal leader as the village protector during the pandemic.

Institutional ecology perspective allows the development of partisipatori of subjects in empowerment process. The research is qualitative study was conducted within the framework of post positivist paradigm. Approach that is used is phenomenology, intented capturing reality and meaning, and reveal that is behind the empowerment process to the people who affected communities of the cover-up were “Dolly” localization. The results of the analysis data expected to model empowerment to develop effective in the localization affected communities in particular.
Becoming more competitive on the local and national levels can be seen as a strategy that will boost economic growth and, in turn, will improve the welfare of the community. Therefore, local government should make it a priority to draw up a grand plan for local development. The roles of resource-based and local potency in planning, therefore, become critical to improve the performance of local development. With accurate planning, the direction of regional development will be more focused. This paper will examine innovation strategy as an efort to increase local competitiveness, especially in Mojokerto Regency. This study utilizes a qualitative research method, where data is extracted from bureaucrats, community leaders, politicians, and academicians. Interactive data analysis methods, which take place continuously through the processes of data collection, data presentation, and conclusion are used to ensure well-considered results. Research indicates that the success of Mojokerto Regency in building local innovation can be atributed to the development of infrastructure and innovation in public services. This two-pronged approach to spearhead local development allowed Mojokerto Regency to increase its economic growth at an impressive rate. The strategies used to encourage the development of innovation at the local level are threefold, beginning with the alignment of regional development strategy to design long, medium, and short term innovation plans. Secondly, innovation is developed based on regional priorities that support economic growth in sectors that will beneit the wider community. Finally, the success of innovation in Mojokerto Regency is dependent on the support and commitment of local political leaders and apparatus resources.
Pemberdayaan merupakan salah satu pilar dari pembangunan manusia, yang berpijak pada konsep pembangunan berpusat pada manusia. Intervensi dalam pembangunan manusia (pemberdayaan) perlu memperhatikan keberadaan manusia sebagai bagian dari masyarakat dan lingkungannya. Karena itu pemberdayaan akan lebih baik diberikan melalui pendekatan kolektif masyarakat, melalui organisasi-organisasi dalam masyarakat yang merupakan wadah aktivitas dan pergerakan masyarakat dalam kehidupan sehari-hari. Keberhasilan pemberdayaan masyarakat memerlukan adanya pemahaman terhadap jaringan pengorganisasian masyarakat karena melalui jaringan itulah proses pengembangan kekuatan sosial berlangsung. Keberadaan kelompok tani bukan sekedar organisasi sebagai wadah berkumpulnya para petani, namun memiliki peran penting dalam meningkatkan produktivitas dan kesejahteraan petani. Pengembangan kapasitas kelembagaan kelompok tani, merupakan salah satu pendekatan dalam pemberdayaan kepada petani secara kolektif. Meningkatnya kapasitas kelembagaan kelompok tani, akan membawa perubahan pada para petani anggotanya. Forum-forum kelompok tani merupakan ruang publik para petani, dimana para anggota dapat berdiskusi secara terbuka tentang kehidupan, penyelesaian masalah dan pengembangan produktivitasnya. Kelompok tani menjadi penggerak perubahan sosial, melalui kelompok tani ide-ide perubahan disosialisasikan dan digerakan keberlangsungannya.
