The aim of this study is to analyze the validity and reliability of the English National Final Examination for Junior High School academic year 2017-2018. This study took one sample of test package as the tests are similar in terms of the content and differ only in the position of test number. This study was undertaken in one of the private schools in South Jakarta and involved two English subject teachers as validators/validity analysts. The data was analyzed by using a descriptive method. Content validity was analyzed by comparing the test material in the syllabus to the test item, while the construct validity was analyzed by comparing the graduation standard to the test item. Furthermore, the reliability was analyzed by using Kuder-Richardson Formula (KR20-KR21). The findings of this study show that the English National Final Examination for Junior High School academic year 2017-2018 fulfilled the criteria of validity and reliability. The content validity shows 92% valid, the construct validity shows 92 % valid, and the reliability shows coefficient 0,784, which means reliable. To conclude, the English National Final Examination for Junior High School academic year 2017-2018 has fulfilled the criteria as a good test.
Today English plays an important role in the development of education. In response to advances and develops the education in this globalization era, English bridges communication among people around the world. The ability to communicate in English becomes crucial. The development in education as an impact of globalization significantly influence the process of teaching and learning concept. Bilingual education becomes necessary, it can stimulate the cognitive ability especially on cognitive function, it can also motivate the bilingual program. Education as a conscious effort to build and develop the quality of human resources and one popular education system promote bilingual education becomes a choice by parents. Using bilingual education become popular and be needed. Indonesian educational policies see this phenomenon as a new modern solution to be practiced in Indonesia's education system for many years. For these reasons, the purpose of writing this library research article paper is to elaborate and give understanding about bilingual eduacation in Indonesia for certain time. The article start with the differences between bilingual and bilingualism, the relation of the bilingual process with executive function, the practice of bilingual education in Indonesia compared by the national standardized school, the challenges and solutions concerning the policy and practices in language teaching and learning focused on bilingual education in Indonesia. The present article employ a descriptive qualitative approach from reputable references which is relevant to the topics.
The increasing needs for more disaggregated data motivates National Statistical Offices (NSOs) to develop efficient methods for producing official statistics without compromising on quality. In Indonesia, regional autonomy requires that Sustainable Development Goals (SDGs) indicators are available up to the district level. However, several surveys such as the Indonesian Demographic and Health Survey produce estimates up to the provincial level only. This generates gaps in support for district level policies. Small area estimation (SAE) techniques are often considered as alternatives for overcoming this issue. SAE enables more reliable estimation of the small areas by utilizing auxiliary information from other sources. However, the standard SAE approach has limitations in estimating non-sampled areas. This paper introduces an approach to estimating the non-sampled area random effect by utilizing cluster information. This model is demonstrated via the estimation of contraception prevalence rates at district levels in North Sumatera province. The results showed that small area estimates considering cluster information (SAE-cluster) produce more precise estimates than the direct method. The SAE-cluster approach revises the direct estimates upward or downward. This approach has important implications for improving the quality of disaggregated SDGs indicators without increasing cost.
